स्वास्थ्य देखभाल सेवा विभाग (DHCS) कैलिफोर्निया के मेडिकेड कार्यक्रम (मेडी-काल) का संचालन करता है। मेडी-काल स्पेशलिटी मेंटल हेल्थ सर्विसेज (एसएमएचएस) कार्यक्रम व्यापक मेडी-काल कार्यक्रम का “नक्काशीदार” है और सामाजिक सुरक्षा अधिनियम की धारा 1915 (बी) के तहत सेंटर फॉर मेडिकेयर एंड मेडिकेड सर्विसेज द्वारा अनुमोदित छूट के अधिकार के तहत संचालित होता है। DHCS मेडी-काल SMHS छूट कार्यक्रम के प्रशासन और देखरेख के लिए जिम्मेदार है, जो काउंटी मानसिक स्वास्थ्य योजनाओं (MHP) के माध्यम से मेडी-काल लाभार्थियों को SMHS प्रदान करता है। एमएचपी को अपने काउंटियों में लाभार्थियों को आउट पेशेंट और इनपेशेंट एसएमएचएस के प्रावधान या व्यवस्था करने की आवश्यकता होती है, जो लाभार्थियों की मानसिक स्वास्थ्य उपचार आवश्यकताओं और लक्ष्यों के अनुरूप एसएमएचएस चिकित्सा आवश्यकता मानदंडों को पूरा करते हैं, जैसा कि उनकी ग्राहक योजनाओं में प्रलेखित है। मेडिकेड अर्ली एंड पीरियोडिक स्क्रीनिंग, डायग्नोस्टिक और ट्रीटमेंट प्रावधानों के अनुसार, 21 वर्ष से कम आयु के लाभार्थियों के लिए हस्तक्षेप मानदंड वयस्कों की तुलना में कम कड़े हैं।​​

If you think you or your child need specialty mental health treatment services, you can call your MHP toll-free phone number and ask for an appointment for an initial assessment.​​ 

You may also be referred to your MHP for SMHS by another person or organization, including your doctor, school, a family member, guardian, your Medi-Cal managed care health plan, or other county agencies. Usually your doctor or the Medi-Cal managed care health plan will need your permission, or the permission of the parent or caregiver of a child, to make the referral directly to the MHP, unless there is an emergency. Your MHP may not deny a request for an initial assessment to determine whether you or your child meet the criteria to receive services from the MHP.​​
