What is Interoperability and why do we have it
Interoperability makes it easier and faster for Medi‑Cal members, providers, and insurance companies to access, use and share electronic health information. Helping to build a more efficient health care system that supports better informed decision making and care coordination and makes healthcare overall less confusing. The goal is that everyone – members, doctors, and insurance companies – can get the right information at the right time to keep members healthier.

Third-Party Application Developers
If you are a third-party application developer interested in providing Medi-Cal members with their health data through the Patient Access API, email interop-api@dhcs.ca.gov to begin the verification process to become a DHCS-approved application developer.
Managed Care Plans & Behavioral Health Plans
If you are a Managed Care Plan (MCP) or Behavioral Health Plan (BHP), reference the associated All Plan Letter (APL) or Behavioral Health Information Notice (BHIN) for information on implementing and monitoring compliance with the CMS Interoperability final rules and state regulations.
