Under BH-CONNECT, DHCS is clarifying existing Medi-Cal coverage requirements for evidence-based practices for children, youth and families pursuant to the Early Periodic Screening Diagnostic and Treatment (EPSDT) benefit, including for Multi-Systemic Therapy (MST), Functional Family Therapy (FFT), Parent-Child Interaction Therapy (PCIT), and High-Fidelity Wraparound (HFW).

다중 전신 요법(MST)
- MST는 범죄 유발 행동, 반사회적 활동, 약물 사용, 기타 청소년 사법 개입 또는 가정 밖 배치로 이어질 수 있는 행동 등 새롭게 나타나는 고위험 행동을 해결하기 위해 치료 세션을 사용하는 가족 및 지역사회 기반 치료입니다.
- MST를 통해 보호자는 아동 및 청소년 양육의 어려움을 독립적으로 해결하는 기술뿐만 아니라 다른 가족, 또래, 이웃 문제에 대처하는 기술을 배웁니다.
- MST emphasizes cultural responsiveness and the centering of home and community settings, as well as partnership with law enforcement and the juvenile justice system.
기능적 가족 치료(FFT)
- FFT is a multisystemic intervention designed for at-risk youth who experience challenges with externalizing behaviors (e.g., physical aggression, oppositional behavior, substance use) that require the engagement of the youth or family members’ support system.
- FFT는 청소년의 행동 문제, 품행 장애, 약물 사용 및 재범을 줄이고 양육 행동을 개선하는 데 중점을 둡니다.
- FFT의 중요한 구성 요소는 가족, 간병인, 위탁 가족 또는 기타 주요 가정 기반 영향력의 참여입니다.
부모-자녀 상호작용 치료(PCIT)
- PCT 는 어린이와 보호자를 위한 전문 행동 관리 개입입니다.
- PCIT를 통해 치료사는 무선 헤드셋을 통해 보호자가 아이와 치료 놀이를 하는 동안 실시간으로 코칭을 제공하여 보호자가 아이에게 가장 효과적인 전략을 적용할 수 있도록 도와줍니다.
- PCIT is focused on decreasing child behavior challenges (e.g., aggression, noncompliance, and tantrums), increasing positive parent behaviors (e.g., therapeutic play, effective prompts), and improving the caregiver-child relationship through structured interactions.
하이파이 랩어라운드(HFW)
- HFW is a team-based and family-centered evidence-based practice that includes an “anything necessary” approach to care for children and youth living with the most intensive mental health or behavioral challenges.
- HFW is regarded as an alternative to out-of-home placement for children with complex needs, by providing intensive services in the family’s home and community.
- 2026년 7월부터 DHCS는 HFW를 메디-칼(Medi-Cal) 하에서 주 전체 통합 서비스로 제공하며, 동시에 행동 건강 서비스법 (BHSA)에 따라 카운티 의무 사항으로 시행할 것입니다.
- On July 31, 2025, the California Department of Healthcare Services (DHCS) released the High-Fidelity Wraparound Concept Paper. DHCS describes its initial vision for Medi-Cal HFW payment and monitoring policies and associated updated standards for service delivery in both Medi-Cal and the Behavioral Health Services Act (BHSA), in alignment with national standards and state best practices. DHCS invites the public to comment on the concepts presented in this paper and provide responses to the specific questions for stakeholder input that are noted throughout. Comments are due by 5:00 p.m. PT, August 28, 2025. Comments may be submitted to BH-CONNECT@dhcs.ca.gov with the subject line “Comments on Proposed Medi-Cal HFW Service Requirements Aligned with National Practice Standards.”
