사례 연구: 캘리포니아의 메디칼 재심사 여정​​ 

지난 한 해 동안 캘리포니아 보건복지부(DHCS)와 카운티 및 연방 정부 파트너들은 메디칼(Medi-Cal)을 통해 건강 보험 혜택을 받는 캘리포니아 주민들의 자격 요건을 재검토하기 위해 협력해 왔습니다. 이 과정 전반에 걸쳐 DHCS는 메디칼 회원들의 행정적 부담을 줄이고 갱신 처리 효율성을 높이기 위해 새롭게 제공된 연방 정부의 유연한 조치들을 도입했습니다. 2023년 12월 재심사 대상 월에 대해 소득 관련 면제 조치가 여러 건 발효되었습니다. 백악관 미국 디지털 서비스(USDS)의 기술 지원을 받아 DHCS는 이러한 면제 절차를 성공적으로 자동화하여 더 많은 회원이 갱신 서류를 작성하여 카운티에 반송할 필요 없이 자동으로 갱신할 수 있게 되었습니다.​​  

USDS and the California Health & Human Services Agency published an issue brief summarizing the flexibilities California leveraged from the federal government to improve the auto-renewal processes. Additionally, the U.S. Department of Health and Human Services announced additional actions to help people maintain coverage as states continue Medicaid and Children’s Health Insurance Program eligibility renewals.​​  

모바일 메디칼 치과 밴 투어​​ 

On April 4, DHCS will kick off the second mobile dental van tour in Fresno. DHCS’ Smile, California campaign promotes preventive dental services for children and youth to enhance utilization of essential dental care and improve oral health. In addition to Fresno, the mobile dental van will visit Pixley (April 5), Hollister (April 11), Avenal (April 12), and Huntington Park (May 4). Services performed onsite will include exams, X-rays, cleaning, and fluoride applications.​​

4월 1일에 CalAIM 액세스 제공 및 건강 혁신(PATH) 기술 지원(TA) 마켓플레이스 공급업체 신청서 오픈​​ 

DHCS는 4월 1일에 캘리포니아 발전 및 혁신 메디칼(CalAIM) PATH TA 마켓플레이스 4라운드 벤더 신청 기간을 시작합니다. PATH TA 마켓플레이스는 기업이 엄선되고 승인된 공급업체의 무료 TA 서비스를 이용할 수 있는 원스톱 쇼핑 웹사이트입니다. 공급업체 서비스는 자격을 갖춘 ECM(향상된 케어 관리) 및 커뮤니티 지원 제공업체의 데이터 역량 구축, 부문 간 파트너십 강화, 기존 및 신규 직원 교육, 언어 대응 서비스 구현 등을 돕고 있습니다.​​  

TA 벤더 자격을 신청하고자 하는 조직은 PATH TA 마켓플레이스 웹페이지에서 신청할 수 있습니다. 신청서는 4월 30일 오후 5시(태평양 표준시)까지 제출해야 합니다. 승인된 벤더는 TA 마켓플레이스에서 제공하는 TA 서비스에 대해 PATH에서 지원하는 환급을 받게 됩니다.​​  

전문 간호 시설(SNF) 중간 지급 실적 데이터​​ 

DHCS this week will post facility-level payment data for the 2023 SNF Workforce and Quality Incentive Program (WQIP), which incentivizes facilities to improve quality of care, advance equity in health care outcomes, and invest in the workforce. Data are posted on the SNF WQIP webpage. For WQIP program-related questions or concerns, please email SNFWQIP@dhcs.ca.gov. DHCS의 목표는 다양한 원격 의료 지표를 지속적으로 제공하고, 누구나 쉽게 접근하고 이해할 수 있는 형식으로 원격 의료 데이터를 명확하게 제시하는 것입니다. DHCS는 대시보드와 보고서를 두 단계에 걸쳐 발표할 예정입니다. 1단계에서는 원격진료 이용과 관련된 의료 서비스 데이터 8개 측정 세트를 포함할 예정입니다. 2단계에서는 대시보드를 확장하여 정신 건강, 메디칼 약물 통합 배송 시스템 및 치과 관련 데이터 세트를 포함할 예정입니다.​​  

The dashboard is anticipated to be completed with all data sets in summer 2024 and will be updated annually thereafter. To serve as a complement to the dashboard, DHCS created the report, which provides an executive summary of Medi-Cal telehealth utilization, trends, and key takeaways from 2019 to 2022. 건강 등록 네비게이터 프로젝트 파트너 데이터​​ 

On March 29, DHCS released Health Enrollment Navigators Project partner-specific data from January 2020 through September 2022 summarizing the following activities: outreach, application assistance, assistance with accessing and using health care services (navigation), troubleshooting, and redetermination assistance. Enrollment and retention are stratified by age groups, immigration status, race/ethnicity, sex, and written and spoken languages. CalAIM PATH TA 마켓플레이스 최종 가상 벤더 페어​​ 

On April 9 and 25, from 9 to 10:30 a.m., DHCS will host the final virtual CalAIM PATH TA Marketplace Vendor Fairs, where vendors pitch their organization and services to potential TA Recipients and encourage utilization of the TA Marketplace. Approved TA Recipients and organizations currently contracted with or planning to contract with a Medi-Cal managed care plan (MCP) or other eligible entity to provide ECM/Community Supports are encouraged to attend.​​ 

The April 9 Vendor Fair features vendors providing services in Domain 2: Community Supports and Domain 7: Workforce. Domain 2 includes TA vendors with expertise in designing, implementing, and improving one or more Medi-Cal Community Supports services. Domain 7 includes TA vendors with expertise in recruiting and retaining a well-prepared, high-performing workforce, with a particular focus on members of the frontline, clinical, and/or “lived experience” workforces.​​   

The April 25 Vendor Fair features vendors providing services in Domain 5: Promoting Health Equity and Domain 6: Supporting Cross-Sector Partnerships. Domain 5 includes TA vendors with expertise to help TA recipients advance health equity through their implementation of ECM/Community Supports and in their work with Medi-Cal members. Domain 6 includes TA vendors with the expertise to help TA recipients successfully engage in cross-sector partnerships, including partnerships between Medi-Cal MCPs and counties.​​  

California Children’s Services (CCS) Advisory Group Meeting​​

캘리포니아 주, 날록손 배포 프로젝트(NDP)를 통해 펜타닐 검사지 무료 제공​​ 

캘리포니아주 보건복지부(DHCS)는 펜타닐 검사지(FTS)를 포함하도록 국가 의약품 배포 프로그램( NDP) 을 확대한다고 발표했으며 , 캘리포니아주 전역의 적격 기관에서 이를 구할 수 있습니다. FTS는 약물 복용 전에 약물 샘플에서 펜타닐의 존재 여부를 감지하는 데 사용됩니다. NDP 신청자는 온라인 신청을 통해 날록손, FTS 또는 둘 다를 무료로 요청할 수 있는 옵션을 갖게 됩니다. NDP는 2018년 시작된 이후 399만 4천 개 이상의 날록손 키트를 배포했으며, 이를 통해 25만 2천 건 이상의 과다복용 사례를 되돌릴 수 있었습니다.​​
