전문 간호 시설 가치 전략​​ 

DHCS is developing a comprehensive value strategy for Medi-Cal Skilled Nursing Facility (SNF) services to inform the reauthorization of the Medi-Cal Long-Term Care (LTC) Reimbursement Act (Welfare & Institutions Code (WIC) 14126, et seq.) for dates of service on or after January 1, 2027. The Medi-Cal Long-Term Care Reimbursement Act governs the overall Medi-Cal financing framework for Freestanding SNFs, and its upcoming renewal provides a historic opportunity to continue building on the CalAIM LTC Carve-in and the AB 186 Nursing Facility Financing Reform programs. The SNF Value Strategy will include a landscape analysis of payment methodologies utilized by Medi-Cal, Medicare, and other payers and a Multi-Year Roadmap to drive system transformation and integration over a five-year horizon. DHCS will engage with stakeholders throughout the development of the SNF Value Strategy.​​

  • 품질 책임 및 인센티브: DHCS의 종합적인 품질 전략에 부합하고 이를 더욱 발전시켜 건강 격차를 줄이면서 양질의 거주자 치료를 제공하고 품질 개선을 장려하는 데 대한 책임을 SNF에 부여합니다.​​   
  • 치료 전환 및 재정 조정: 병원, SNF 및 HCBS 환경 간의 적절한 전환을 포함하여 적절한 환경에서 치료를 제공할 수 있도록 재정적 인센티브를 마련합니다.​​   
  • 인력 투자 및 책임: 양질의 거주자 치료를 위한 핵심 동인으로서 인력의 중요한 역할을 강조하고, 시설에서 근로자에게 공정한 보상과 혜택을 제공하기 위해 Medi-Cal 기금을 사용하는 것에 대한 책임을 지도록 합니다.​​   
  • 재정적 지속 가능성 및 효율성: 캘리포니아 의료 시스템의 재정적 지속 가능성과 경제성을 지원하기 위해 경제적이고 효율적으로 서비스를 프로비저닝합니다.​​   
  • 접근성 및 시스템 무결성: 시골 지역을 포함한 전문 요양 시설의 적절한 의료 서비스를 지원하고 거주자의 입원, 이송, 퇴원 시 왜곡된 인센티브를 제거합니다.​​   

DHCS는 이 작업을 지원하기 위해 Mathematica와 마이어스 앤 스타우퍼를 컨설턴트로 선정했습니다.​​  

이해관계자 참여​​ 

DHCS는 SNF 가치 전략의 개발을 지원하기 위해 이해관계자 자문 워킹그룹을 소집하고 있습니다. 워킹그룹에 참여하기로 선정된 개인은 공개 추천을 통해 선정되었으며, 시설 운영자 및 관리자, 관리 케어 플랜, 시설 종사자 및 노동 대표, 소비자 옹호자, 실제 경험이 있는 환자 및 가족, 장기 요양 임상의 및 정책 전문가 등 SNF 시스템의 복잡성과 폭을 반영하기 위한 것입니다.​​  

전담 작업 그룹을 소집하는 것 외에도 DHCS는 정기적인 전체 고객 웨비나 및 기타 기존 이해관계자 포럼을 통해 이해관계자에게 정기적인 업데이트를 제공할 것입니다.​​
