The DHCS Licensing and Certification Portal

The DHCS Licensing and Certification Portal now accepts applications for numerous program and application types for DHCS-administered substance use disorder (SUD) licensing and certification and mental health licensing and certification. Providers operating alcohol and other drug programs and facilities, mental health rehabilitation centers, psychiatric health facilities, psychiatric residential treatment centers, social rehabilitation programs, short-term residential therapeutic programs, children’s crisis residential programs, and special treatment programs can now submit initial, level of care designation, amendment, and renewal applications for licensed and/or certified programs.

New and active program providers are encouraged to sign in to set up their organization and invite additional users.

The Licensing and Certification Division (LCD) will now accept online payments using electronic money transfers processed through an Automated Clearing House (ACH) network. Providers looking to pay fees electronically can follow the instructions provided within the California Department of Health Care Services:

The Licensing and Certification Division (LCD) focuses on compliance with State and Federal statute, regulations, and other governing requirements.  LCD oversees licensing and certification functions, monitoring, and complaints for Driving-Under-the-Influence Programs, Narcotic Treatment Programs, residential mental health programs, and outpatient and residential providers.  LCD also oversees and conducts complaint investigations on certified Alcohol and Other Drug counselors and counselor certification.  LCD is also responsible for the licensing, monitoring, unusual occurrence reviews, and complaints for Mental Health Rehabilitation Centers, Psychiatric Health Facilities, and Psychiatric Residential Treatment Facilities, as well as the approvals of  5150 facilities designated by the counties for the purpose of 72-hour treatment and evaluation under the Lanterman-Petris-Short Act and the Children’s Civil Commitment and Mental Health Treatment Act.
