Local Educational Agency Medi-Cal Billing Option Program

The Local Educational Agency Medi-Cal Billing Option Program (LEA BOP) reimburses LEA BOP Providers (school districts, county offices of education, charter schools, state special schools, community college districts, California State Universities, and University of California campuses) the federal share of the maximum allowable rate for approved health-related services provided by qualified health service practitioners to Medi-Cal eligible students.

LEA BOP Announcements

The 2026 Draft of California’s Proposed Time Study Implementation Plan (TSIP) was submitted by the Department of Health Care Services (DHCS) to the Centers for Medicare and Medicaid (CMS) on March 25, 2026. 
Note: The proposed TSIP is pending CMS approvaland should not be considered finalized policy. DHCS will post a copy of the final TSIP and notify all program partners when approval is received.

We are excited to announce that DHCS’ new Time Study Participant (TSP) Training video is now available to support staff in preparing for and responding to moments in the Random Moment Time Study (RMTS). The video provides clear guidance for TSPs on how to accurately complete and certify a moment for successful participation in the RMTS.

LEA BOP Program Guide

The Program Guide contains fiscal and programmatic compliance information regarding purposes, documentation, and guidance necessary for the proper submission of claims and auditing of local educational agencies (LEAs)–a governing body of any school district or community college disrict, county office of education, charter school, state special school, California State University campus, or University of California campus–as required under the LEA BOP. LEAs are ultimately responsible for administative functions and should be familiar with the LEA BOP Provider Manual, DHCS policies, program regulations, and the LEA BOP website.
