2018 – 2020 Title V Needs Assessment
Title V of the Social Security Act provides for programs to improve the health of all mothers and children, including children with special health care needs (CSHCN). Implementation of Title V programs is a federal-state partnership and is administered by the Federal Maternal and Child Health (MCH) Bureau, Health Resources and Services Administration. In California, the Department of Health Care Services (DHCS) administers California Children’s Services as a CSHCN program. DHCS collaborates with the California Department of Public Health, Maternal, Child and Adolescent Health Division, the state MCH lead agency, on CSHCN issues.
