One of the four branches within the Department of Health Care Services (DHCS), Benefits Division (BD) is the Clinic Policy & Special Programs Branch, which oversees Federally Qualified Health Center (FQHC) and Rural Health Clinic (RHC) policy as well as specialty initiatives, including telehealth policy, Early and Periodic Screening, Diagnostic, and Treatment (EPSDT, aka Medi-Cal for Kids and Teen (MCKT)), and the Hearing Aid Coverage for Children Program (HACCP).​​  

Mga FQHC at RHC​​ 

FQHCs and RHCs are safety-net providers that deliver prevention and primary service in an outpatient clinic setting. The California Department of Public Health (CDPH) Licensing & Certification (L&C) Program is responsible for licensing primary care clinics, including FQHCs and RHCs, in accordance with applicable state and federal statutes and regulations.​​

HACCP​​ 

The HACCP was initially authorized by the Budget Act of 2020 (Assembly Bill 89, Chapter 7, Statutes of 2020), and then expanded through the Budget Act of 2022 (Assembly Bill 179, Chapter 249, Statutes of 2022). HACCP offers services including hearing screening, hearing aid device fitting, and hearing aids eligible children and youth, ages 0-20, including supplemental coverage for applicants whose other health coverage has a coverage limit of $1,500 or less for hearing aids.​​

MIPP​​ 

Alinsunod sa Senate Bill (SB) 165 (Atkins, Chapter 365, Statutes of 2019), ang Medical Interpreter Pilot Project (MIPP) ay pinangangasiwaan at pinangangasiwaan ng Benefits Division upang suriin kung ang probisyon ng mga propesyonal na serbisyong medikal na interpretasyon ay nagreresulta sa pagbawas ng mga disparidad sa kalusugan at pinahusay na kalidad ng mga miyembro ng pangangalaga para sa Medi-PicCal na pangangalaga para sa Medi-Engles.​​ 

Alinsunod sa SB 165, itinatag ng DHCS ang tatlong pilot site na county na Contra Costa, Los Angeles, at San Diego. Ang panghuling ulat sa pagsusuri ng MIPP ay dapat na bago ang paglubog ng araw ng SB 165 sa Hulyo 1, 2025.​​ 

Medi-Cal para sa mga Bata at Kabataan​​ 

Pinangangasiwaan ng BD ang patakaran para sa pederal na kinakailangan sa Early and Periodic Screening, Diagnostic, and Treatment (EPSDT). Sa California, ang EPSDT ay tinatawag na Medi-Cal for Kids & Teens. Sa ilalim ng batas ng California at pederal, lahat ng mga bata at kabataan hanggang sa edad na 21 na nakatala sa Medi-Cal ay may karapatan sa mga regular na check-up at iba pang serbisyo sa pag-iwas at paggamot. Nagbibigay ang Medi-Cal for Kids & Teens ng mga karapat-dapat na bata at kabataan, mula sa kapanganakan hanggang edad 21, ng mga serbisyong pang-iwas at paggamot na kailangan upang manatili o maging malusog. Kasama sa mga serbisyong ito ang mga check-up, shot, at pagsusuri sa kalusugan. Kasama rin ang mga paggamot para sa pisikal, mental, at mga problema sa kalusugan ng ngipin.  Ang mga serbisyo ay libre maliban kung ang bata o kabataan ay napag-alamang may Bahagi ng Gastos noong sila ay naging kwalipikado para sa Medi-Cal.​​
