The public comment period for the draft Behavioral Health Services Act (BHSA) County Policy Manual Module 4 closed on December 19, 2025. The BHSA is California’s updated framework for behavioral health care, created to expand access to mental health and substance use treatment, increase housing and workforce capacity, and improve accountability. The County Policy Manual helps counties implement the BHSA by providing clear, phased guidance.
