Giới thiệu về DHCS
Sở Dịch vụ Chăm sóc Sức khỏe California (DHCS) là xương sống của mạng lưới an toàn chăm sóc sức khỏe của California, giúp đỡ hàng triệu người dân California mỗi ngày. Mục đích của DHCS là cung cấp quyền tiếp cận công bằng với dịch vụ chăm sóc sức khỏe chất lượng, hướng tới một California khỏe mạnh cho tất cả mọi người.
To fulfill this purpose, DHCS’ Strategic Plan establishes the following high-level goals:
- Lấy con người làm trung tâm – Đặt con người lên hàng đầu và thiết kế các chương trình và dịch vụ chăm sóc toàn diện cho cộng đồng.
- Tăng cường khả năng tiếp cận có ý nghĩa – Đảm bảo mọi người được chăm sóc khi nào, ở đâu và theo cách họ cần bằng cách tăng cường phạm vi bảo hiểm chăm sóc sức khỏe, quyền lợi cũng như năng lực của nhà cung cấp và dịch vụ.
- Đạt được sự xuất sắc trong kết quả chăm sóc sức khỏe – Cải thiện kết quả chất lượng, giảm sự chênh lệch về sức khỏe và chuyển đổi hệ thống cung cấp dịch vụ.
- Trở thành nhà tuyển dụng được lựa chọn – Thu hút, phát triển và giữ chân một đội ngũ đa dạng và tài năng, được trao quyền và có tác động;
- Tăng cường hoạt động – Nâng cao cơ cấu tổ chức, quy trình và hệ thống để cải thiện việc quản lý chương trình.
- Tận dụng dữ liệu để cải thiện kết quả – Đưa ra quyết định và kết quả tốt hơn với thông tin có ý nghĩa.
DHCS is the federally designated single state agency responsible for financing and administering the state’s Medicaid program, Medi-Cal, which provides health care services to low-income persons and families who meet defined eligibility requirements. Medi-Cal is authorized and funded through a federal-state partnership. Medi-Cal programs cover physical health, mental health, substance use disorder, services, pharmacy, dental, and long-term services and supports. DHCS is also the single state agency for Substance Abuse and the State Mental Health Authority, and administers county-operated community mental health and substance use disorder programs, together known as behavioral health.
Medi-Cal serves about 15 million Californians. About one-third of Californians receive health care services administered by DHCS, making the Department the largest health care purchaser in California. Our success is made possible only through collaboration with the federal government, other state agencies, counties, plans, providers, and community partners as we invest more than $200 billion annually for the care of low-income families, children, pregnant women, seniors, and persons with disabilities.
DHCS is a dynamic Department with ambitious goals and talented, committed employees. We work hard every day to fulfill our vital responsibility to support the delivery of quality health care to Californians. We will continue to use tax dollars as effectively as possible while finding opportunities to improve Californians’ health and the health care delivery system of our Golden State.
