卫生保健服务部 (DHCS) 对用于研究或公共卫生目的的受保护数据拥有标准化的申请流程。
一般而言，DHCS DRC 不会支持导致研究人员或资助者打算推销的产品或工具的研究。 例如，如果制药公司直接或间接资助研究，DHCS DRC 将拒绝想要评估处方药影响的请求者的数据请求。
请注意，DHCS 会以不同的时间间隔从健康计划接收受保护的健康信息。 根据所请求数据类型，在服务日期之后可能需要六到十八个月的时间，DHCS 遭遇数据才被视为完整。 例如，住院患者就诊数据通常比门诊患者就诊数据需要更长的时间才能完成。
目前可获得的 DHCS 数据最早可追溯至 2004 年 10 月。
DHCS adheres to releasing minimally necessary datasets when fulfilling data requests in accordance with Federal Laws and California Laws, as well as CHHS agency data sharing guidelines.
具体而言，联邦社会保障法第 1902（a）节（42 USC § 1396a (7)）限制 DHCS 披露受保护信息，除非是为了与 Medi-Cal 计划的管理直接相关的目的。
Note: Section 1798.24 (t)(1) of the California Civil Code statute states that DHCS can only grant data requests for Principal Investigators conducting scientific research for a nonprofit educational institution or for a non-profit research institution: “To the University of California, a nonprofit educational institution, an established nonprofit research institution performing health or social services research.”

DRC 公共卫生申请（针对国务院请求）（CalHHS 数据共享框架）：
Data sharing at CalHHS is governed by the CalHHS data exchange agreement and the associated business use case proposal process. The CalHHS Data Exchange Agreement is bifurcated into two parts—one master agreement, Interagency Data Exchange (IDEA) Guidebook, with general legal boilerplate language and subordinate “Business Use Case Proposals” containing the specific business case to document each data exchange under the master agreement. The Business Use Case Proposal includes information such as data type, intended use, etc. The master agreement, when coupled with the Business Use Case Proposal, forms the complete, standardized, legally-compliant data sharing agreement.
