These proposed State Plan Amendments (SPAs) would change statewide methods and standards for Medicaid payment rates. All of these SPAs require a Public Notice prior to submission to CMS. All 2023 Public Notice announcements will be published on this webpage when they are available. Once these SPAs are submitted to or approved by CMS they are also posted in the pending or approved SPAs pages. For any questions or concerns, please contact PublicInput@dhcs.ca.gov.

- 23-0035 Proposes reimbursement rate increases for primary care, obstetric, and non-specialty mental health services, effective for dates of service on or afterJanuary 1, 2024. (Released August 28, 2023)
- 23-0036 Proposes to add the following to the 1915(i) State Plan: modifying the definition of target population to include children under 5 years old without a diagnosis of developmental disability, increase rates for independent living programs, adult residential homes and participant directed Day Service and Supported Employment, add participant-directed goods and services as a new service, add budget authority for participant direction of services, and add additional incentive payments for assisting individuals to obtain competitive integrated employment.
