The American Recovery and Reinvestment Act of 2009 established the Electronic Health Record (EHR) Incentive Program for Medicaid and Medicare providers. Beginning in 2011, eligible Medi-Cal professionals and hospitals will be able to receive incentive payments to assist in purchasing, installing, and using electronic health records in their practices. In April 2018, the Centers for Medicare and Medicaid Services renamed the EHR Incentive Program to the Promoting Interoperability Program (PIP).​​ 

健康信息管理部门（HIMD），前身为健康信息技术办公室，在DHCS成立，旨在为该Program制定目标和指标，建立政策和程序，并实施发放、跟踪和报告激励付款的系统。 HIMD 与California卫生与公共服务部卫生信息技术副部长办公室密切合作，协调Medi-Cal PIP 与California乃至全国更广泛的健康信息交换工作。​​ 

DHCS不再接受新的PIP奖励金证明。提交 PIP 证明的最终截止日期为 9 月 15、2021 日。根据联邦法规，DHCS 必须在 12 月 2 日、3 日之前支付所有最终的 PIP 激励款项。312021​​
