议会法案 (AB) 97（2011 年法规第 3 章）要求卫生保健服务部 (DHCS) 对 Medi-Cal 计划中的大多数服务类别（包括药房）实施高达 10% 的付款削减。DHCS 已获得联邦政府批准，实施 10% 的药房费用减免，自2011年 6 月1日起生效。​​ 

On January 30, 2014, DHCS received notification that the Centers for Medicare and Medicaid Services (CMS) approved State Plan Amendment(SPA) 12-014.  This SPA approves DHCS’ criteria and requirements for exempting specific drug products and/or categories of drugs, or specific pharmacy providers from the AB 97 related ten percent payment reductions and provides authority to implement the exemptions accordingly.  The CMS approval letter for this SPA as well as information on all other DHCS SPAs is posted on the website.​​
