Statewide Multi-employer Labor Management Committees (LMCs) must be certified by the Department of Health Care Services for its member facilities to opt into the Workforce Standards Program via the LMC Pathway. To be certified, an LMC must meet the requirements outlined in Section 4 of Supplement 6 of Attachment 4.19-D of the California Medicaid State Plan including:
- The LMC is established to develop industry-wide workforce standards, with the aim of improving labor-management relationships, job security, organizational effectiveness, and/or enhancing economic development.
- LMC 的成员包括加州至少 200 家工厂,以及一个或多个经认证或公认为加州合计 100 家工厂适用工人专属谈判代表的劳工组织。
- The LMC’s governing body is composed of an equal number of representatives of participating facilities and labor organizations.
- The LMC establishes a process for seeking input from workers at participating facilities regarding subjects of mutual interest and concern discussed by the LMC.
- The LMC does not interfere with the protected rights of workers under state and federal law, including the rights of workers to freely organize and bargain collectively.
- LMC 不参与任何违反州或联邦法律的反竞争行为。
