《議會條例草案》(AB) 97（2011 年章程第 3 章）規定衛生護理服務部（DHCS）對 Medi-Cal 計劃中的大多數類別的服務，包括藥房，實施最多百分之十的付款減免。DHCS 獲得聯邦批准，實施 10% 藥房支付減免，從 2011 年 6 月 1 生效。​​ 

On January 30, 2014, DHCS received notification that the Centers for Medicare and Medicaid Services (CMS) approved State Plan Amendment(SPA) 12-014.  This SPA approves DHCS’ criteria and requirements for exempting specific drug products and/or categories of drugs, or specific pharmacy providers from the AB 97 related ten percent payment reductions and provides authority to implement the exemptions accordingly.  The CMS approval letter for this SPA as well as information on all other DHCS SPAs is posted on the website.​​
