提案 64 諮詢小組
2016 年 11 月，選民通過 64 號提案 (Prop 64)，允許年滿 21 歲的成年人擁有和使用大麻作非醫療用途。提案 64 設立了兩種新稅項，其收入存入加州大麻稅基金。現行法律規定，在其他特定支出之後，剩餘加州大麻稅基金的 60% 將存入青少年教育預防、早期介入和治療帳戶 (YEPEITA)。 然後將資金支付給健康照護服務部 (DHCS)，用於 Elevate Youth California，這是一項全州性的計劃，已為所有 58 個郡提供了 517 項補助金。這些補助金針對藥物使用失調的問題，投資於有色人種青少年和 2S/LGBTQIA+ 青少年的領導力和公民參與，這些青少年的年齡介於 12 到 26 歲之間，居住在受到毒品戰爭嚴重影響的社區。
根據稅收及稅務守則第 34019 (f) (1) (O) 條，DHCS 已成立提案 64 諮詢小組。 提案 64 諮詢小組的目的是分享青少年藥物使用新興趨勢，向 DHCS 提出有關青少年藥物預防最佳做法的建議，並就 YEPITA 資助計劃評估、實施和評估提供意見。
