根據《家庭首先冠狀病毒應變法》第 6004 條的議院決議 (H.R.) 6201 號，18，2020 授權州醫療補助計劃，以免費為個人提供醫療必要的冠狀病毒（COVID-19）診斷測試、測試相關服務和治療的保障。
2019 冠狀病毒病無保險組（UIG）計劃由衞生護理署於 8 月 28 日 2020 推行，涵蓋 COVID-19 診斷測試、測試相關服務和治療服務，包括疫苗接種、住院和所有醫療必要的護理，而個人免費。
2019 冠狀病毒病無保險集團計劃於 31 月 2023 結束。
On February 9, 2023, the States received a 90-day notice from the federal government that the federal COVID-19 Public Health Emergency (PHE) would end on May 11, 2023. Therefore, California’s COVID-19 UIG Program ended on May 31, 2023. Because the COVID-19 Uninsured Group program ended on May 31, 2023, DHCS closed access to the COVID-19 UIG Application Portal on June 1, 2023.
