Behavioral Health Performance Measures

The Behavioral Health Services Act (BHSA) performance measures represent California’s updated framework for using population-level and person-level data to guide decision-making through increased transparency. This framework provides counties, plans, and communities with a clear and consistent way to track progress and strengthen public trust in the behavioral health system. The performance measures are designed to capture progress toward the 14 statewide behavioral health goals, which aim to improve well-being and reduce adverse outcomes.

Developed with input from the Behavioral Health Transformation (BHT) Quality and Equity Advisory Committee (QEAC), counties, stakeholders, providers, community partners, and subject matter experts, these measures offer a clearer picture of behavioral health needs, service utilization, and outcomes across the state. QEAC meeting materials and presentations helped inform this work. The performance measures support California’s Mental Health for All initiative, which seeks to help more Californians access the care they need when they need it.
