يتمثل الغرض من لجنة الإسكان والتشرد (HHC) في التواصل مع المنظمات المعنية للتأثير على السياسات وضمان وصول الأفراد الذين يعانون من التشرد أو المعرضين لخطر التشرد إلى البرامج والخدمات.
تراقب اللجنة العليا للإسكان وتراجع وتقيّم وتوصي بإدخال تحسينات على تقديم خدمات الإسكان وجهود الدولة لمعالجة مشكلة التشرد.
