The Behavioral Health Compliance and Monitoring Branch (BHCMB) oversees the county Behavioral Health (BH) compliance and monitoring processes for the Medi-Cal BH and SUBG programs and conducting programmatic compliance reviews of the county BHSA and MHBG-funded programs.
BHCMB is responsible for monitoring compliance improvement initiatives identified through the provision of program audits and compliance reviews, which will include the issuance of Corrective Action Plans (CAPs) and/or enforcement actions for counties deemed out of compliance. The Branch works closely with DHCS’ Audits and Investigations to develop the annual BH Medi-Cal compliance audit guides and coordinates the consolidation of audit reviews to avoid duplicative reviews of counties. For Medi-Cal Behavioral Health, the Branch provides continued oversight, monitoring, and performance improvement activities for county behavioral health delivery systems to comply with state and federal laws and regulations, DHCS contract terms, and Behavioral Health Information Notices (BHINs).BHCMB consists of one section:

County Compliance and Monitoring Section
The County Compliance and Monitoring Section is responsible for oversight, monitoring, and performance improvement activities for county behavioral health programs to ensure compliance with state and federal laws and regulations, and DHCS contract terms. Additionally, the section conducts compliance reviews and issues compliance findings reports for the county BHSA and MHBG-funded programs. Collects, tracks, analyzes, and approves Corrective Action Plans (CAPs) and evidence of compliance.
