Clinic Workforce Stabilization Retention Payments​​ 

California is stabilizing and retaining the state’s health care workforce – while continuing to manage the COVID-19 pandemic – through issuing worker retention payments. These payments are the result of legislation – see Section 19 signed on September 29, 2022, by Governor Newsom. As a result, many qualified health care clinic employees will be eligible to receive a retention payment.​​

Registration and Application Process for Qualified Clinics – NOW CLOSED​​ 

  1. November 15, 2022 – December 28, 2022: Qualified clinics registration processThis registration period has closed. Qualified clinics must have first successfully registered with DHCS to apply on behalf of eligible employees.​​ 
  2. December 29, 2022 – January 27, 2023: Qualified clinics application processThis application period has closed. All successfully registered qualified clinics received a link to the application to the email provided upon successful registration.​​ 
  3. April 2023: Payments issued to qualified clinicsDHCS issued payments directly to approved qualified clinics on April 28, 2023. Approved clinics receiving funding must issue payments to approved employees within 60 days of receipt of funds. Payment requirements and post-payment required attestation and reporting can be found in the Program Information & Guidance section below. Approved clinics who do not receive funds via USPS by May 12, 2023, please email DHCS at cwsrp@dhcs.ca.gov. Qualified clinic employers with questions about the payment detail report and/or amounts received may email DHCS at cwsrp@dhcs.ca.gov. All supplemental applications to correct prior submissions must be received no later than June 23, 2023.​​
