1. Are certain MOU types no longer required by the Managed Care Plan (MCP) Contract?
Yes. As of September 2024, MCPs will no longer be required to execute a MOU with Area Agencies on Aging, Caregiver Resource Centers, and Tribal Affairs/Indian Health Services. As of October 2024, MCPs will no longer be required to execute a MOU with Continuum of Care (CoC) and Home and Community-Based Services (HCBS) Waiver Agencies and Programs.
2. How does the MCP Community Reinvestment requirements in APL 25-004 intersect with the MOUs?
The MCP Contract and
APL 25-004 require MCPs to invest in the local communities they serve by contributing a set percentage of their annual net income to activities that support identified local health needs. While the Community Reinvestment Program is separate and distinct from the MOU requirements, DHCS encourages MCPs to leverage the MOU to formalize and strengthen community relationships and to support the development and implementation of community reinvestment activities.
