Sangay ng Suporta at Operasyon ng County sa Kalusugan ng Pag-uugali

The Behavioral Health County Support and Operations Branch (BHCSOB) within the Behavioral Health Oversight and Monitoring Division (BHOMD) provides technical assistance and quality assurance support to the county behavioral health programs to ensure compliance with state and federal requirements and regulations, and DHCS contract terms. County behavioral health programs are comprised of the following three delivery systems:
- Specialty Mental Health Services (SMHS)
- Drug Medi-Cal Organized Delivery System (DMC-ODS)
- Drug Medi-Cal (DMC)
BHCSOB’s general activities include analyzing new program policies and requirements for implementation related to counties’ operations, quality assurance, monitoring, and compliance. BHCSOB provides technical assistance and implements performance improvement activities. BHCSOB consists of three sections:

Seksyon ng Pagpapatakbo at Pagpapatupad ng County
Ang Seksyon ng Operasyon at Implementasyon ng County (COIS) ay responsable sa pagsusuri, pagbuo, at pagpapatupad ng mga inisyatibo ng California Advancing and Innovating Medi-Cal (CalAIM) at mga patakaran sa kalusugan ng pag-uugali para sa mga programa sa kalusugan ng pag-uugali ng county upang matiyak ang pagsunod. Pinangangasiwaan at sinusubaybayan din ng COIS ang Plano ng Implementasyon at Mga Pagsusuri ng Kahandaan para sa DMC-ODS at ang Interoperability Application Programming Interface (API) para sa Patient Access at Provider Directory.
Seksyon ng Suporta sa Liaison at Operations ng County
The County Liaison and Operations Support Section (CLOSS) is tasked with offering technical assistance and guidance on questions concerning behavioral health services to county behavioral health programs. This support helps to ensure compliance with state and federal laws and regulations, and the terms of contracts with the Department of Health Care Services. Additionally, CLOSS is responsible for collecting, tracking, and validating the reporting requirements including appeals and grievances submitted by these county behavioral health programs.
Seksyon ng Quality Assurance at Performance Improvement
The Quality Assurance and Performance Improvement Section (QAPIS) is responsible for conducting quality assurance reviews of county behavioral health plan program reports to ensure compliance with state, federal, and contractual obligations. QAPIS collects and reviews county behavioral health equity reports, which include Quality Improvement Plans, Cultural Competency Plans, and External Quality Review Organization reports. Additionally, QAPIS prepares reports on federal waiver requirements and performs data analysis of available behavioral health data to support the monitoring and oversight of county behavioral health programs.
