CMS 选择 DHCS 实现创新转型孕产妇健康模式​​ 

On January 6, the federal Centers for Medicare & Medicaid Services (CMS) approved California’s participation in its Center for Medicare and Medicaid Innovation’s Transforming Maternal Health (TMaH) Model, a ten-year Medicaid and Children’s Health Insurance Program (CHIP) delivery and payment model designed to test whether effective implementation of evidence-informed interventions, sustained by a value-based payment (VBP) model, can improve maternal outcomes and reduce program expenditures for Medicaid and CHIP.​​

BH-CONNECT 循证实践政策指南​​

The draft BHIN describes how county behavioral health plans, inclusive of mental health plans and Drug Medi-Cal Organized Delivery System (DMC-ODS) plans, and DMC programs can opt in to cover one or more BH-CONNECT EBPs and provides guidance on billing and claiming requirements for BH-CONNECT EBPs. The draft BH-CONNECT EBP Policy Guide provides operational guidance to support implementation of the BH-CONNECT EBPs, including an overview of the evidence base for each EBP and best practices for staffing teams, delivering covered services, and coordinating with other services and supports. On January 13, DHCS’ Family Planning, Access, Care and Treatment (PACT) program’s client eligibility and enrollment transaction services will transition from the Health Access Programs Client Eligibility System to a new Family PACT portal. To support Family PACT providers during this transition, Family PACT providers will have access to comprehensive training materials and webinars through the Family PACT Online Training Center Learning Management System. These resources will ensure that providers are equipped to use the Family PACT portal effectively before its launch.​​ 

PATH 技术援助 (TA) 市场第 5 轮供应商申请​​ 

On January 1, DHCS opened the PATH TA Marketplace Round 5 vendor application. The deadline to apply is January 31. Round 5 will be a targeted procurement for new and existing hands-on service offerings that address TA Marketplace gaps. The Round 5 procurement will seek TA vendor applications for all seven TA domains, but it will focus on services for the following provider types: rural providers, Tribal and Indian health care providers, maternal and child-serving providers, and transitional rent providers.​​ 

DHCS will not accept submissions for new off-the-shelf projects or changes to existing off-the-shelf projects during the Round 5 procurement period. Instead, the Round 5 application will solicit on-demand resources from existing TA vendors. Please visit the TA Marketplace Vendor webpage to access the guidance documents and to apply. On January 30, from 11 to 11:45 a.m. PST, DHCS will host a webinar for DHCS Coverage Ambassadors. The topics will include updates on the Justice-Involved Reentry Initiative and Children Youth Behavioral Health Initiative (CYBHI) advance registration required. This session will provide detailed information on justice-involved individuals who are now, or have spent time, in jails, youth correctional facilities, or prisons and who are at higher risk for poor health outcomes, injury, and death than the public. The session will also focus on significant steps California is taking to improve poor health outcomes for individuals as they prepare to reenter their communities by working to ensure they have continuity of coverage upon their release. Additionally, Coverage Ambassadors will learn how early childhood wraparound services will be expanded through the CYBHI, which will provide mental health services to children, youth, and families. On December 27, 2024, DHCS, in collaboration with the University of California San Francisco, launched the Child and Adolescent Mental Health Access Portal (Cal-MAP), a key component of the Children and Youth Behavioral Health Initiative (CYBHI), which is reimagining the systems that support behavioral health for all California children, youth, and their families. Cal-MAP supports California’s primary care providers (PCP) by offering free consultations, training, and resources to help them care for youth ages 0-25 with mental health and substance use issues.​​

Cal-MAP’s interprofessional team of psychiatrists, psychologists, and clinical social workers provides no-cost consultation, education, and resource navigation directly to PCPs. This multi-pronged approach supports the ability of providers to manage common mild-moderate behavioral health conditions within primary care, thereby promoting the integration of pediatric primary and behavioral health care and increasing access to child psychiatry for more complex presentations. PCPs are strongly encouraged to explore resources and opportunities through Cal-MAP.
