The Skilled Nursing Facility (SNF) Accountability Sanctions Program (ASP) imposes monetary sanctions on facilities that fail to meet one or more quality or equity measures established by DHCS on a per Med-Cal bed day basis. ASP is authorized by Welfare & Institutions Code Section 14126.026 (added by Assembly Bill (AB) 186 (Chapter 46, Statutes of 2022)) to assess a sanction of up to five dollars ($5) for each Medi-Cal bed day within the rating period. For each measure, the aggregate sanction assessed shall not exceed one hundred fifty thousand dollars ($150,000) in a single rating period.

SNF ASP Data Sharing
Measurement Year (MY) 2024 Medi-Cal Bed Day (MCBD) Counts
Please refer to the CalHHS Open Data Portal for the SNF ASP MY24 MCBD counts. MCBD is a factor in determining the monetary sanction amount for SNFs who fail to meet or exceed the minimum performance benchmarks for selected measures.
Pursuant to DHCS’s Data De-identification Guidelines, DHCS is not able to publicly release any MCBD count that is less than 11. In the link above any MCBD counts below 11 are therefore not shown. This is referred to as “suppression”. Additionally, after the initial cell suppression (<11, excluding 0) is completed, complementary cell suppression is also required to ensure the suppressed cells cannot be re-identified.
Please note the suppression of MCBD counts does not affect of facility’s sanction amount calculation in SNF ASP. Sanction amounts will continue to be calculated based on the methodology outlined in the SNF ASP Methodology.
