The Department of Health Care Services (DHCS) oversees the Medi-Cal Program (Medi-Cal), which offers health care services in both fee-for-service (FFS) and in managed care delivery systems.

​Medi-Cal covers a comprehensive array of culturally competent and linguistically appropriate maternal health care services and supports.

  • Core pregnancy-related services are designed to support the unique needs of pregnant and postpartum individuals from conception to postpartum. They include but are not limited to standard obstetric services (e.g., doctor visits), miscarriages, abortion, immunizations, prescriptions, laboratory services, doula or midwifery services, and hospital care.
    • These services are available through both enrolled Medi-Cal FFS providers for Medi-Cal FFS members and Medi-Cal Managed Care Plans (MCPs) for Medi-Cal members in managed care, consistent with Medi-Cal policy.
  • Medi-Cal also covers other services to support pregnant and postpartum members, including but not limited to: behavioral health (mental health and substance use) services and treatment; health education on childbirth and parenting; breastfeeding and nutrition support; and much more.
    • Talk to your Medi-Cal provider or Medi-Cal MCP to learn if you are eligible to receive these services. Please note that some of these services may require additional approvals. If so, your Medi-Cal provider or Medi-Cal MCP will assist you.

Member Resources

DHCS wants to ensure that Medi-Cal members can understand, navigate, access, and receive comprehensive health care and services.

Medi-Cal members can choose maternal health care and support services that are sensitive to cultural and linguistic needs as well as individual Medi-Cal member preferences in terms of the time, place, and manner of the birthing experience.

An example of some of the Medi-Cal maternal health care services are listed below:
In addition to core pregnancy-related services and other services to support pregnant and postpartum members, many Medi-Cal members who receive services through Medi-Cal MCPs may also be eligible for Community Supports, which are services that help address health-related social needs. These include help getting and maintaining housing, healthy meals, and other community-based services. Members can learn more about Community Supports services offered in their county using the Community Supports Search Tool and contact their Medi-Cal MCP to see if they are eligible.

Further, American Indian women in select counties can get health care, education, emotional support and home visits from trained clinic staff during pregnancy and for the first year of their child's life. For more information, visit the American Indian Maternal Support Services (AIMSS) program.

Medi-Cal members may also be eligible for additional critical supports through other state and partner services:

  • ​Women, Infants and Children (WIC) and CalFresh: Members interested in support accessing healthy and nutritious foods should visit WIC and CalFresh.
  • Paid Family Leave: Members interested in learning about their rights to take paid time off work while pregnant or postpartum should visit Paid Family Leave​ for more information.
  • Black Infant Health Program: Some Members who identify as Black women and who are interested in support with life planning, goal setting, and referrals to services can enroll in The Black Infant Health program, which takes a group- based approach where participants get to meet, interact and build a sisterhood with other Black women.

Medi-Cal for Kids & Teens

After a Medi-Cal member's child is born, Medi-Cal for Kids & Teens provides free health care services to keep children healthy from birth to age 21. These services include check-ups, shots, and health screenings and treatment for physical, mental, and dental health problems.

Accessing Care

Medi-Cal FFS members who need maternal health care services should talk to their health care provider or call the Medi-Cal member helpline at (800) 541-5555 or TDD at (800) 430-7077. Medi-Cal members may also review the myMedi-Cal brochure and other information available online.

Medi-Cal members in a Medi-Cal MCP can find general Medi-Cal MCP contact information in the Medi-Cal Managed Care Health Plan Directory or call their assigned Medi-Cal MCP. The phone number for each Medi-Cal member's assigned Medi-Cal MCP is on their plan ID card. Medi-Cal members in an MCP can find a provider on the Medi- Cal Managed Care website.

​Medi-Cal Enrollment Pathways

DHCS and Covered California partnered to create a Single Streamlined Application for affordable health care coverage. Individuals can use the Single Streamlined Application ​to apply for a range of affordable health care coverage options, including free or low cost Medi-Cal. The application process can be completed online, in-person, by phone, fax or mail.

The Single Streamlined Application is available in English and additional languages. Individuals can go to Covered California to complete an online application for Medi-Cal or low-cost health insurance. Alternatively, individuals can print and fill out the Single Streamlined Application, which is available on the DHCS website in English and additional languages and may be mailed to Covered California at the following address:

Alternatively, the Single Streamlined Application can also be mailed to an individual's local county office.

  • Medi-Cal Provider Manual: This comprehensive document contains coverage policies for both Medi-Cal FFS and managed care and Medi-Cal FFS billing and reimbursement requirements.
  • All Plan and Policy Letters: In addition to coverage policy information contained in the Medi-Cal Provider Manual, these documents provide additional guidance specific to Medi-Cal MCPs, which includes but is not limited to, reminders relative to managed care-specific contractual requirements and changes in federal or State statutes and regulations that affect the way in which Medi-Cal MCPs operate and/or deliver services to Medi-Cal members.
  • Medi-Cal Learning Portal: This resource offers Medi-Cal providers and billers self-paced online training about billing basics, policies, procedures, new initiatives, and upcoming changes to Medi-Cal. To register or login, Medi-Cal providers and billers can go to Medi-Cal's Learning Portal webpage to view or search the online course catalog.
