겨울철 폭풍 건강 점검​​ 

California has experienced a series of winter storms, with severe weather continuing over the next few days. During inclement weather, our priority is to ensure people’s safety and make it easier for them to access shelter, services, and other resources. We recommend that our community partners proactively check on older individuals with disabilities, are unhoused, and/or have chronic health conditions that may put them at risk. Reach out to them to check on how they’re doing and to connect them to resources as needed. We also encourage you to work with your local county and California Governor’s Office of Emergency Services (CalOES) to aid your communities, and we recommend that you become familiar with local resources you can offer to those in need, including shelters or warming centers.

To assist stakeholders with wellness checks, the California Health & Human Services Agency (CalHHS) developed an Emergency Resource Guide, and Appendix I: Universal Wellness Checks Questionnaire can be used when conducting wellness checks. Additional resources include the Listos California’s Severe Storm Safety Toolkit and the California Department of Public Health’s Winter Storm Preparedness Toolkit.​​

CalAIM 대시보드​​ 

DHCS today posted the first iteration of a public-facing California Advancing and Innovating Medi-Cal (CalAIM) dashboard to demonstrate the impact, progress, and key opportunity areas of CalAIM. The dashboard includes individual initiative pages for Behavioral Health, Community Supports, ECM, Incentive Payment Program, Integrated Care for Dual Eligible Members, Population Health Management, Providing Access and Transforming Health (PATH), Statewide Managed Long-Term Care, and Bold Goals: 50×2025 as outlined in DHCS’ Comprehensive Quality Strategy. This dashboard provides baseline data and highlights milestones in the Medi-Cal transformation. The data will be updated regularly and will expand to include additional quality measures, demographic data, and initiatives as the data become available.​​

Enrollment in Medicare Medi-Cal (Medi-Medi) Plans continues to increase as part of the CalAIM initiative to offer integrated care for members who are dually eligible for Medicare and Medi-Cal. As of January 2024, enrollment in Medi-Medi Plans is approximately 293,000 members, according to data published by the federal Centers for Medicare & Medicaid Services (CMS). This represents an increase of approximately 48,000 members over Medi-Medi Plan enrollment in October 2023. Integrated care is also available through the SCAN Connections Health Plan and the Program of All-Inclusive Care for the Elderly. On January 31, DHCS released a Request for Information (RFI) to solicit input from interested parties to establish one or more COEs that will offer training and technical assistance to Medi-Cal specialty behavioral health providers and county behavioral health plans. This opportunity is to support fidelity implementation of a set of evidence-based practices (EBPs), including Assertive Community Treatment (ACT), Forensic Assertive Community Treatment (FACT), Coordinated Specialty Care for First Episode Psychosis (CSC for FEP), Individual Placement and Support (IPS) model of Supported Employment, Clubhouse Services, and additional EBPs for children and youth. Please review RFI #23-070 for more information about the specific functions of COEs and the included EBPs. The deadline for questions is February 14, and the deadline for responses to the RFI is March 1. Please submit your questions about this RFI to PCDRFI3@dhcs.ca.gov.​​

On February 13, from 12 to 1 p.m., DHCS will host a HACCP webinar (advance registration required) to share information with providers to help pediatric patients and their families maximize HACCP benefits. The training session will outline program requirements for families to apply for coverage. On February 14, from 2:30 to 3:30 p.m., DHCS will host an office hours session as part of an educational webinar series on the CalAIM subacute care facility long-term care (LTC) carve-in. The office hours provide a dedicated forum for DHCS to engage with subacute care facilities, Medi-Cal MCP representatives, and other stakeholders to address questions related to the subacute care facility carve-in policy requirements and implementation of the transition to managed care that took effect on January 1, 2024.

TA Vendor Fairs are an opportunity for vendors to pitch their organization and services to potential TA recipients and encourage utilization of the TA Marketplace. TA recipients and organizations interested in learning more about the TA Marketplace, including how to apply to receive free services, are invited to attend. This is the first in a series of upcoming Vendor Fairs and will focus on presentations from vendors providing services in Domain 3 of the PATH TA Marketplace: “Engaging in CalAIM through Medi-Cal Managed Care”.​​

Pursuant to Assembly Bill (AB) 118 (Chapter 42, Statutes of 2023), DHCS published, as part of the proposed 2024–25 Governor’s Budget, a plan for targeted increases to Medi-Cal payments or other investments, effective in 2025, across primary care, maternal care, behavioral health care, specialty care, women’s health services, public hospital services, community and hospital outpatient services, emergency services, and other domains. The proposed investments will be supported with funding from the Managed Care Organization (MCO) Tax, authorized by AB 119 (Chapter 13 , Statutes of 2023), and are designed to advance access, quality, and equity for Medi-Cal members and promote provider participation in the Medi-Cal program. These proposed investments are subject to obtaining all necessary legislative and federal approvals, as applicable. 이 팩트 시트는 메디케어에서 보장하는 행동 건강 서비스, 메디케어 제공자로 등록하고 메디케어에 참여하는 방법, 제공자가 메디케어 수혜자의 의료 이용을 돕는 방법, 행동 건강을 위한 2024년 메디케어의 변경 사항을 다룹니다. 행동 건강 서비스에는 정신 건강 및 약물 사용 장애 치료가 모두 포함됩니다. 캘리포니아에서는 두 가지 모두 메디케어 수혜자 중 활용도가 낮습니다. 2021년에 65세 이상 캘리포니아 주민의 8.8%만이 정신 건강 또는 약물 사용 장애로 인해 의료 전문가에게 진료를 받았습니다. 메디케어 보장 치료를 받는 데 장애가 되는 요인으로는 메디케어가 행동 건강 서비스를 보장한다는 인식 부족, 메디케어에 등록된 행동 건강 서비스 제공자의 수를 늘려야 할 필요성, 치료를 받는 것과 관련된 낙인 등이 있습니다.​​
