The purpose of Enhancing County Oversight and Monitoring, which was established through the California Advancing and Innovating Medi-Cal (CalAIM) initiative, is to establish, implement, and evaluate statewide performance, quality, and reporting standards for county administration of the California Children’s Services (CCS) program. The Department of Health Care Services (DHCS) solicited and selected CCS Monitoring and Oversight Workgroup members who collaborated with DHCS regarding the development of a Memorandum of Understanding (MOU) and associated monitoring protocols (e.g., procedures and tools) to ensure appropriate oversight of county and state responsibilities for CCS programs.​​

Assembly Bill (AB) 133, Article 5.51 establishes CalAIM Act, section 14184.600 (b) required DHCS to consult with counties and other affected stakeholders, to develop and implement all of the following initiatives to enhance oversight and monitoring of county administration of the CCS program:​​
