Navigating Federal Cuts: A Presentation with CalHHS​​ 

Following the recent signing of H.R. 1 into law, California continues its mission to protect the health and well-being of all Californians. View an important presentation on how these changes will impact Californians featuring DHCS Director Michelle Baass, California Health and Human Services Agency (CalHHS) Secretary Kim Johnson, California Department of Social Services Director Jennifer Troia, and Covered California Executive Director Jessica Altman.

DHCS Releases CalAIM Concept Paper and Begins Public Comment Period​​ 

On July 23, DHCS released the Continuing the Transformation of Medi-Cal Concept Paper, which outlines DHCS' vision and goals for the five years, starting in 2027, after key federal waivers that authorize California Advancing and Innovating Medi-Cal (CalAIM) expire in December 2026. The concept paper outlines recent progress, current priorities, and the Department's long-term vision to strengthen and sustain Medi-Cal as a person-centered, equity-driven system.

Strong stakeholder partnerships and cross-sector collaboration (with Medi-Cal members, community-based organizations, Medi-Cal managed care plans, county behavioral health plans, Tribes, and providers) are driving CalAIM's success. DHCS remains committed to continuing and sustaining the CalAIM initiative and is proposing targeted enhancements that align with DHCS' Medi-Cal transformation principles and goals. DHCS' approach continues to reflect the spirit of CalAIM: putting members at the center and supporting partners in delivering whole-person care. The 30-day public comment period will run from July 23 to August 22, with feedback accepted via email at 1115Waiver@dhcs.ca.gov.

Updated Population Health Management Policy Guide Available for Managed Care Plans​​  

DHCS released the updated Population Health Management (PHM) Policy Guide for managed care plans. The guide establishes a cohesive, statewide approach that ensures Medi-Cal members have access to a comprehensive, quality health program that leads to longer, healthier, and happier lives, improved health outcomes, and health equity. The PHM Policy Guide outlines requirements for managed care plans in implementing PHM program requirements. These requirements will help ensure that all members have access to a comprehensive set of services based on their needs and preferences across the continuum of care. Updated County Office Locator Tool Now Available​​ 

DHCS launched an enhanced version of the online Medi-Cal County Office Locator tool to improve the user experience for Medi-Cal members and stakeholders. The updated tool replaces the previous list of county offices with an interactive map. Users can now search for their local Medi-Cal county office by entering a zip code or county name or by enabling location services. Search results include office address, phone number, direct links to official county websites, and a “Get Directions" link for easy navigation. We invite you to explore the new County Office Locator and share this resource with those who may benefit from a quicker, more accessible connection to their local Medi-Cal office.

Cell and Gene Therapy Access Model Policy Updates​​ 

DHCS recently published a new Cell and Gene Therapy (CGT) Access Model section of the Medi-Cal Provider Manual. The CGT Access Model includes the following therapies: CASGEVY by Vertex Pharmaceuticals, Inc., tentatively effective September 1, 2025, subject to change and final Centers for Medicare & Medicaid Services (CMS) approval; and LYFGENIA by bluebird bio, Inc., effective July 1, 2025, as approved by CMS. More information is available on the CGT Access Model website and recently updated FAQs. Additionally, DHCS published a new, broad-based CGT section of the Medi-Cal Provider Manual. In this new section, effective for dates of service on or after July 1, 2025, Current Procedural Terminology (CPT) code 38228 (chimeric antigen receptor T-cell [CAR-T] therapy; CAR-T cell administration, autologous) is now reimbursable for the administration of certain CAR-T procedure codes, as specified. 2024 Elevate Youth California (EYC) Annual Report​​ 

DHCS, in partnership with Sierra Health Foundation: The Center for Program Management, released the 2024 EYC Annual Report. EYC is a statewide program addressing substance use disorder by investing in youth leadership and civic engagement for youth of color and 2S/LGBTQIA+ (2S/LGBTQIA+ = Two-spirit, lesbian, gay, bisexual, transgender, queer, and questioning) youth ages 12 to 26 living in communities disproportionately impacted by the war on drugs. This report covers data from Rounds 3, 4, and 5 of EYC-funded partners from November 2023 to December 2024. For questions about EYC, please see the EYC webpage or email elevateyouthca@shfcenter.org.

The Senior ACC, within the Office of Legal Services, oversees the development and application of legal advice and policy to support DHCS' fiscal, financial, and privacy-related matters. This Senior ACC also provides legal advice and direction related to financing, rate setting, and third-party collections for the state's Medi-Cal program. Applications must be submitted by August 15.​​

On July 29, from 3 to 3:50 p.m. PDT, DHCS will host an All-Comer Webinar to announce the release of the Authorization to Share Confidential Member Information (ASCMI) Form and provide an overview of the previously released Data Sharing Authorization Guidance (DSAG) Toolkits focused on Medi-Cal Housing Support Services and the Medi-Cal Justice-Involved Reentry Initiative. The ASCMI Form is a release of information form that Medi-Cal partners, including counties, agencies, providers, health plans, community-based organizations, and others, may use to obtain their clients' consent to exchange their sensitive health and social services information. DHCS piloted the ASCMI Form in 2023 and is pleased to publish a revised version for Medi-Cal partners' use when seeking to exchange their members' sensitive information to coordinate their care. DSAG Toolkits illustrate real-world scenarios that will help Medi-Cal partners navigate complex data sharing and privacy laws and understand when consent is or is not needed to share information to support care coordination across sectors.

Oversight and Monitoring is DHCS' systematic supervision and evaluation of how behavioral health services are delivered. The curated Early Intervention EBP List has been scientifically validated and proven effective for early intervention in behavioral health. During the session, members of the public can comment on several topics, including compliance reviews, enforcement policies, and the legislatively mandated Early Intervention EBP List. Behavioral Health Task Force Meeting​​ 

On August 13 at 10 a.m. PDT, the CalHHS Behavioral Health Task Force will hold its August meeting (advance registration required for virtual attendance). The agenda includes a panel discussion on the theme "Transforming Behavioral Health – Housing is Health," featuring leading experts in medicine, housing policy, and county-level behavioral health services. The meeting will also include a discussion on the implementation of Proposition 1 and the Behavioral Health Services Act, followed by updates and public comment. This meeting is open to the public and will be held at the Clifford L. DHCS Fiscal Year (FY) 2025-26 Budget Highlights, What Members Need to Know, and Updated Project Go-Live Information Released​​ 

DHCS' FY 2025-26 budget totals $202.7 billion to support DHCS programs and services. DHCS' budget reflects the Newsom Administration's ongoing commitment to invest in the health of all Californians within a responsible budgetary structure. The budget enables DHCS to continue transforming Medi-Cal into a more coordinated, person-centered, and equitable health system that works for Medi-Cal's millions of members and California as a whole. The budget also continues to modernize the behavioral health delivery system, including the implementation of Proposition 1, improve accountability and transparency, and strengthen the continuum of community-based behavioral health care for all Californians. In addition, DHCS released the new What Medi-Cal Members Need to Know document to help Medi-Cal members and the providers and organizations that work with them understand the impact of budget changes. Finally, DHCS posted an updated DHCS Major Program Initiatives - Go-Live Dates document that includes detailed schedules for the rollout of new policies and services. We encourage all stakeholders to stay informed by regularly checking DHCS communications and participating in upcoming stakeholder meetings.

The California Department of Health Care Access and Information opened the application period for the Medi-Cal Behavioral Health Student Loan Repayment Program, which offers financial relief to behavioral health professionals who commit to serving Medi-Cal patients in underserved areas. This program is available for behavioral health professionals with educational debt, including licensed prescribing behavioral health practitioners, non-prescribing licensed or associate level pre-licensure practitioners, and non-licensed non-prescribing practitioners, including substance use disorder counselors, community health workers, peer support specialists, and wellness coaches. The program is part of the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) initiative's workforce development funding opportunities. A webinar recording will soon be posted that provides information on eligibility and the application process. The application cycle closes on August 15, 2025.​​
