California Breaks Ground on New Tribal Behavioral Health Campus in Pauma Valley

On March 20, DHCS joined Inner-Tribal Treatment and community partners to break ground on the new Inner-Tribal Wellness Village in Pauma Valley (San Diego County). Supported by the Behavioral Health Infrastructure Bond Act and Behavioral Health Continuum Infrastructure Program (BHCIP), the project includes nearly $20 million in Bond BHCIP Round 1: Launch Ready funding to significantly expand regional substance use disorder (SUD) and mental health treatment capacity. It is one of hundreds of Proposition 1 investments strengthening California’s continuum of community-based behavioral health care. The campus will serve Tribal communities and people throughout San Diego County and surrounding regions who need behavioral health treatment and support. When completed, the Inner-Tribal Wellness Village will include a 60‑bed adult residential SUD treatment facility and a community mental health clinic with 120 outpatient slots, serving an estimated 500 individuals annually.

Program Updates

Retroactive Medi-Cal Eligibility: Policy Update

On March 12, DHCS issued All County Welfare Directors Letter (ACWDL) 26-07, which outlines federally required changes to retroactive Medi-Cal eligibility, effective January 1, 2027. Under the new rules, Modified Adjusted Gross Income (MAGI) New Adult Group applicants will be limited to one month of retroactive coverage, while all other eligibility groups may receive up to two months. Applications filed before January 1, 2027, will continue to follow the current three-month policy. Counties must keep using the MC 210A form, apply existing verification standards, and assist applicants requesting retroactive coverage, while the California Statewide Automated Welfare System (CalSAWS) and California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) will be updated to automatically enforce the new limits. Updated Notice of Action snippets will be implemented statewide, and the policy applies to Medi-Cal Inmate Eligibility Program New Adult Group aid codes as well. Real Time Behavioral Health Data Sharing: New Policy Guidance and Upcoming Webinar

On March 16, DHCS issued new guidance to strengthen real time behavioral health data sharing across Medi-Cal programs. Behavioral Health Information Notice (BHIN) 26-013 outlines real time data sharing requirements for Behavioral Health Plans (BHP) and Drug Medi-Cal (DMC) Counties. Paired with All Plan Letter (APL) 26-004, which establishes corresponding guidance for Medi-Cal Managed Care Plans (MCP), this guidance provides updated and clarified responsibilities for counties and plans to support secure, real-time exchange of physical and behavioral health information among Medi-Cal partners to facilitate timely care coordination. To support implementation, on April 2 at 2 p.m. PDT, DHCS will host an All-Comer Webinar introducing the BHIN and APL, outlining requirements for MCPs, BHPs, and DMC Counties. The session will cover key policy expectations, explain how these updates advance care coordination, and allow time for stakeholder questions. Smile, California Mobile Dental Van Event

On April 6 and 7, from 8 a.m. to 5 p.m. PDT, Smile, California will host mobile dental van events in Siskiyou County to provide free dental services. The van will be located at 810 South Main Street in Yreka. Smile, California is DHCS’ Medi-Cal Dental education and outreach campaign designed to help more than 14 million members access and use their dental benefits, including free check-ups and treatments. Smile, California will support the event with a flyer and social media posts to promote event awareness and encourage community members to schedule appointments in advance.

Spanish translation and live captions will be available. Coverage Ambassadors are trusted messengers who help raise awareness about Medi-Cal benefits, enrollment opportunities, and new initiatives aimed at building a healthier California for all. Comprehensive Intrauterine Device (IUD) and Contraceptive Implant Training

On April 9 and 10, 2026, DHCS’ Office of Family Planning (OFP) will host an in-person Comprehensive IUD and Contraceptive Implant Training, which includes updates on current U.S. Food and Drug Administration (FDA) requirements. Conducted since 2018, this semi-annual provider training is designed for both new and experienced providers who want to build or refine their skills in IUD and implant placement and removal. The training includes hands-on practice with pelvic models and computer simulators, as well as proctoring by family planning experts. Advanced topics include management of side effects, tips for difficult contraceptive implant placements, pain management principles for office procedures, and complication prevention and management. CalAIM Best Practices and Sustainability Toolkits

On April 17, from 10 to 11 a.m. PDT, DHCS will host a public webinar, “Accelerating Improvement with the California Advancing and Innovating Medi-Cal (CalAIM) Collaborative Planning and Implementation (CPI) Best Practices and Sustainability Toolkits” (advance registration required). The webinar will introduce the CalAIM Best Practices and Sustainability Toolkits; demonstrate how these toolkits can strengthen partnerships, workflows, and referral networks; and outline clear, actionable steps that organizations can take to support long‑term sustainability after Providing Access and Transforming Health ends. Module 5 provides counties with clear guidance on preparing, submitting, and certifying Annual and Intermittent Updates to their Integrated Plans. Annual Updates are scheduled reviews to maintain compliance with new laws, while Intermittent Updates allow counties to make urgent changes in response to emerging needs. DHCS will accept comments through March 27 via the digital platform to help shape statewide behavioral health policy. Critical Funding Expands Behavioral Health Services

On March 11, DHCS announced $1.18 billion in competitive grant funding through the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2: Unmet Needs awards. Just two years after Proposition 1 passed, this final round of bond funding supports 66 projects that will build or expand 130 behavioral health facilities across California, adding 2,554 residential and inpatient treatment beds and 4,273 outpatient treatment slots for mental health and substance use disorder services in the communities with the greatest unmet needs.

Supported by voters through Proposition 1, these investments mark a major step toward building a more responsive, community-based behavioral health system. With the completion of Rounds 1 and 2, Bond BHCIP has surpassed statewide capacity goals, delivering 6,919 residential treatment beds (102% of target) and 27,561 outpatient slots (103% of target). Since starting in 2021, BHCIP has awarded a total of $5.8 billion to expand behavioral health infrastructure. This has resulted in a grant total of 437 projects to expand 546 behavioral health facilities, which will create 9,553 new beds and 47,163 new outpatient slots projected to serve more than 5.4 million individuals annually in an outpatient setting. Together, these efforts strengthen the state’s long-term community based behavioral health infrastructure and help ensure Californians can access timely, appropriate treatment close to home. Unshame CA Reaches 5 Million Californians

DHCS partnered with national nonprofit Shatterproof to issue a joint press release about the impact of the Unshame CA campaign. Since launching in May 2023, the campaign has used personal storytelling, community partnerships, and culturally responsive messaging in both English and Spanish to shift perceptions and promote compassionate, informed responses to addiction. A new year-three evaluation shows that 18 percent of California adults — more than 5 million people — say they are familiar with Unshame CA. This latest data demonstrates ongoing improvements in how Californians view substance use disorders and connect with treatment and harm-reduction resources.

During this public webinar, committee members will collaborate and provide feedback on DHCS’ ongoing efforts to measure and evaluate the quality and efficacy of behavioral health services and programs in California. Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule Program Working Group

On March 18, from 3 to 5 p.m. PDT, DHCS will convene the first session of a new biannual working group with stakeholders to discuss the implementation of the CYBHI Multi-Payer School Linked Fee Schedule Program (register for the Microsoft Teams webinar) or attend in person at 1700 K Street, Sacramento. Statute requires this working group to meet at least twice per year to discuss implementation progress and offer a forum for stakeholders to share feedback and identify opportunities for continued improvement. The working group will gather input from a broad range of stakeholders, including Medi-Cal managed care plans, county behavioral health plans, health care service plans, insurers, behavioral health providers, county behavioral health departments, local educational agencies, public institutions of higher education, labor representatives for school employees, and members of the broader educational community. Medi-Cal Voices and Vision Council Meeting

On March 18, from 5:30 to 7:30 p.m. PDT, DHCS will host the quarterly Medi-Cal Voices and Vision Council meeting via public webinar. The Voices and Vision Council is a unique space where Medi-Cal members, Medi-Cal health plans, providers, community-based organizations, and state/county partners come together to provide direct input to the DHCS leadership team. Tyler Sadwith Joins National Leadership Table

Tyler Sadwith, DHCS’ Chief Deputy Director of Health Care Programs and California State Medicaid Director, has been elected to the National Association of Medicaid Directors (NAMD) Board of Directors as a West Regional Representative, with his term beginning on April 1. NAMD brings together leaders from all 56 Medicaid and Children’s Health Insurance Programs to strengthen operations, share real-time insights, and advance high-value care for the 76 million individuals and families served nationwide.

“NAMD has been an indispensable resource throughout my tenure as California’s Medicaid Director,” Tyler shared. “The rich community of Medicaid directors that NAMD cultivates doesn’t occur naturally—it reflects intentional, thoughtful leadership. I’m honored to join the board and collaborate with directors nationwide as we navigate a rapidly evolving federal landscape and advance our commitment to the members we serve.”

Sadwith’s election reflects extensive experience across state and federal systems and a strong commitment to expanding access, advancing equity, and improving outcomes for Medi-Cal members. He previously served as Deputy Director of Behavioral Health and held roles at the Centers for Medicare & Medicaid Services and the Technical Assistance Collaborative, supporting states in strengthening behavioral health and community‑based services. On the NAMD Board, he will bring California’s perspective to national efforts focused on strong operations, innovation, and member-centered improvements across Medicaid programs.

California Expands Behavioral Health Care Access with Los Angeles County Care Community
On March 6, DHCS joined Los Angeles County to celebrate a major milestone: the groundbreaking of the Los Angeles County Care Community at Metropolitan State Hospital in Norwalk. This transformative project is funded in part by a $65 million investment from Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready, part of California’s voter-approved Behavioral Health Infrastructure Bond Act. The project will transform long-vacant buildings at a legacy state hospital site into modern treatment and housing facilities to help address the overlapping mental health and homelessness crises in the region. The site will include 162 housing and treatment beds, including two 16-bed Mental Health Rehabilitation Centers funded by BHCIP, to expand recovery-focused care for young adults ages 18-25 who need community-based support. CalAIM 1115 Demonstration Public Comment Period and Hearing

On February 10, DHCS opened 30-day public and Tribal comment periods on its five-year renewal application for the California Advancing and Innovating Medi-Cal (CalAIM) Section 1115 demonstration, set to expire on December 31, 2026. The renewal builds on CalAIM’s principles of person-centered care and integration of physical, behavioral, and social services to improve health outcomes and reduce disparities. It reflects DHCS’ commitment to addressing members’ physical and mental health needs beyond traditional care settings. The public comment periods close at 11:59 p.m. PDT on March 12. Medi-Cal Turns 60: Celebrating a Lifeline for California

Sixty years ago, California launched Medi-Cal—our state’s Medicaid program—to ensure low-income residents could access the care they deserve. When the program began in 1966, it served roughly one million Californians. Today, it supports more than 14 million people, or more than one in three Californians. Over the decades, Medi-Cal has grown into a comprehensive system that provides physical and behavioral health, dental, vision, and long-term services and supports. To mark this milestone year, DHCS is highlighting the breadth of benefits available to Medi-Cal members, introducing the people who make this work possible, and uplifting the real experiences of members and the dedication of partners across the state.

“Medi-Cal’s promise is simple: Care when you need it, where you live. Sixty years in, we’re continuing to expand access and advance equity by strengthening the foundations of our program: supporting our partners, improving the member experience, and ensuring Californians can get the services they rely on to live healthy, stable lives,” said State Medicaid Director Tyler Sadwith. DHCS released the updated Authorization to Share Confidential Member Information (ASCMI) Form 2.0. The ASCMI Form is a standardized consent form that providers may use to get a person’s permission to share specified sensitive information about their physical health, behavioral health, housing, and social services. To support care coordination across California, DHCS developed two versions of the ASCMI Form — AB 133 and non-AB 133. AB 133 ASCMI allows data sharing that aligns with California Advancing and Innovating Medi-Cal’s (CalAIM) AB 133 statutory data sharing requirements, while the non-AB 133 ASCMI is a standard consent form for situations not governed by AB 133’s mandatory data sharing provisions.

DHCS also developed an ASCMI Revocation Form that individuals may use if they choose to withdraw their consent. Additional resources, including guidance on how to use the forms, FAQs, and a recording of the release webinar, are available on the ASCMI-CalAIM webpage. DHCS encourages providers to begin using the ASCMI Form when seeking consent from clients to share sensitive information, when applicable. DHCS is currently working with counties through an early adopter cohort to design and develop methods for electronically collecting and transmitting ASCMI forms. CalAIM 1115 Demonstration Public Comment Period and Hearing

On February 10, DHCS opened 30-day public and Tribal comment periods on its five-year renewal application for the CalAIM Section 1115 demonstration, set to expire on December 31, 2026. The renewal builds on CalAIM’s principles of person-centered care and integration of physical, behavioral, and social services to improve health outcomes and reduce disparities. It reflects DHCS’ commitment to addressing members’ physical and mental health needs beyond traditional care settings. The public comment periods close at 11:59 p.m. PDT on March 12.

On March 3, from 11:30 a.m. to 12:30 p.m. PST, DHCS will host the second public hearing to gather input (advance registration required). Family PACT Portal Enhancement Reminder: Reaffirm Eligibility at Each Visit

On December 8, 2025, DHCS introduced a new “Reaffirm Eligibility” function in the Family PACT (Planning, Access, Care, and Treatment) portal to streamline provider eligibility verification. Providers are reminded that client eligibility must be reaffirmed at every visit through the portal to ensure accurate and up-to-date eligibility status, as required by the Family PACT Policies, Procedures and Billing Instructions Manual. This process helps maintain compliance and supports quality care for clients. For detailed guidance and training, providers can access the Site Certifier & Provider Staff Job Aid – Client Management Pages and the Family PACT Site Certifier & Provider Staff Portal Training (Module 8: Client Management & Client Details) available in the Online Training Center. Update to Family PACT Site Certifier Form

On February 10, DHCS updated the Site Certifier for Multiple Service Locations Declaration (DHCS 4475) form. This form allows a single site certifier to oversee up to 10 service locations for designated clinic types listed in the Provider Enrollment and Responsibilities section of the Policies, Procedures, and Billing Instructions Manual. Providers planning to designate one site certifier for multiple service locations must complete and submit the updated DHCS 4475 form to DHCS for approval. The revised form now permits the site certifier to designate one additional service location, in addition to the main location, per form. A separate DHCS 4475 form must be submitted for each additional service location, and additional supporting documentation is required with each submission. The form also includes new instructions explaining how to complete and submit requests for multiple locations. Previous versions of the DHCS 4475 form will no longer be accepted after March 1, 2026.

On February 23, from 9 a.m. to 4 p.m. PST, DHCS will host the quarterly Tribal and Indian Health Program representatives’ meeting in Sacramento. The event will be held at The Center for Healthy Communities located at 1414 K Street and via Microsoft Teams. The meeting will include discussions on DHCS programs and initiatives of interest to Tribal partners, including the California Advancing and Innovating Medi-Cal (CalAIM) Section 1115 Demonstration waiver renewal. The meeting allows Tribal and Indian Health Program representatives to provide feedback on DHCS initiatives with specific impact to Tribes, Indian Health Programs, and American Indian Medi-Cal members. Paper Application Process for Medi-Cal Providers: Webinar

On February 24, from 10 to 11:30 a.m. PST, DHCS will hold a public stakeholder hearing via webinar (advance registration required) to discuss the draft regulatory provider bulletin titled, “Paper-Based Application Process for Medi-Cal Provider Enrollment When Online System Is Unavailable.” Effective April 1, if the online Medi-Cal provider enrollment application system experiences a systemwide outage or service disruption, providers must submit all enrollment applications, enrollment updates, and supplemental changes using paper forms.

Written comments, questions, or suggestions regarding updates to the bulletin may be submitted during the hearing in the webinar chat. For those unable to attend, written comments must be submitted by 5 p.m. PST on February 24 to be considered for publication. When submitting written comments, please ensure that the commenter and the organization or association being represented are both identified in the comments. Written comments should be submitted to DHCSPEDStakeholder@dhcs.ca.gov. Based on the public comments received, DHCS will publish the final bulletin on the Medi-Cal Providers and DHCS Provider Enrollment Division websites.

Justice-Involved Reentry Initiative Training Webinars

Medi-Cal is offering a live Justice-Involved Reentry Initiative Overview. This course introduces the Justice-Involved Reentry Initiative and outlines its purpose and structure. Attendees will learn about provider roles and requirements, including participation standards and coordination expectations. The training webinars are scheduled for February 24 (10 to 11:30 a.m. PST), February 25 (1 to 2:30 p.m. PST), and February 26 (10 to 11:30 a.m. PST). Providers must register for the webinar through the Medi-Cal Learning Portal and select the session they plan to attend to ensure enrollment. To view the webinar, attendees must have internet access and a user profile in the portal (Note: Google Chrome is the recommended web browser for accessing the portal). Detailed instructions about the registration process and accessing webinar classes are available on the Outreach & Education page of the Medi-Cal Providers website. SAC provides DHCS with valuable input and feedback on efforts to provide equitable access to quality health care. The public and Tribal comment periods will remain open until 11:59 p.m. PDT on March 12, 2026. DHCS will also host two public hearings to gather stakeholder input. Bilingual Medi-Cal Dental Outreach Campaign/Mobile Dental Van Events

February is National Children’s Dental Health Month, an annual observance promoting the benefits of establishing good oral health early in life. DHCS is coordinating a bilingual Smile, Californiacampaign and created a digital toolkit to help partners amplify this message statewide. The toolkit includes ready-to-use social media graphics, videos, printable flyers and posters, coloring sheets, presentation slides, and the new bilingual storybook, Jasmín Goes to the Dentist. Partners can download these resources and explore co-branding opportunities at smilecalifornia.org.

Additionally, on February 23 and 24, from 8 a.m. to 5 p.m. PST, mobile dental van events will be held in Calaveras County to provide free dental services. The van will be located at 1299 Gold Hunter Road in San Andreas. Smile, California will support the event with a custom flyer and social media posts. Visitors are encouraged to call 1-888-585-3368 to pre-register and complete the consent forms before the event.

Online Medi-Cal Hospice Program Attestation Form Requirement

Effective March 2, DHCS will require all hospice providers to use the online Medi-Cal Hospice Program Attestation Form to notify DHCS when a Medi-Cal fee-for-service member elects hospice services. Paper or emailed submissions will no longer be accepted. Providers must submit the online form within five calendar days of the member’s election, in conjunction with counseling, informed consent, and completion of the Medi-Cal Hospice Program Election Notice form (DHCS 8052), which must be retained in the member’s medical record for audits. Submission of the attestation form is mandatory for payment eligibility, but does not guarantee reimbursement; claims will process only after DHCS validates the information and applies the hospice indicator (900 code). This requirement applies exclusively to Medi-Cal fee-for-service members; for managed care members, providers must follow their assigned managed care plan’s submission requirements, including, [TS1][SP2] but not limited to, the submission of a Medi-Cal Hospice Program Election Notice as required by All Plan Letter 25-008. Effective April 1, if the online Medi-Cal provider enrollment application system experiences a system-wide outage or service disruption, providers must submit all enrollment applications, enrollment updates, and supplemental changes using paper forms. During such outages, these paper forms will serve as the official and legally required method for completing the Medi-Cal provider enrollment process. This direction supplements all previously issued bulletins requiring exclusive use of the online Medi-Cal enrollment application system. DHCS will continue to mandate electronic submission through the online system as the standard process.

Renewal of 1915(c) Home and Community-Based Services (HCBS) Self-Determination Program Waiver

DHCS is seeking input from members, providers, and other stakeholders on the renewal application for the Medi-Cal 1915(c) Home and Community-Based Services Self-Determination Waiver. The proposed renewal, administered by the Department of Developmental Services (DDS), would extend the waiver for five years, from July 2026 through June 2031. Under the Lanterman Developmental Disabilities Services Act, individuals with developmental disabilities are entitled to services and supports tailored to their needs and choices. DDS administers these services under DHCS oversight; DHCS is the State Medicaid agency that ensures compliance with Medicaid law and the approved waiver application.

The Self-Determination Program (SDP) offers participants and their families greater freedom and flexibility in person-centered planning, control over an individual budget, and the ability to select services and supports that best meet their needs. SDP helps individuals achieve objectives in their Individual Program Plan (IPP) while promoting independence and community integration. Additional information is available on the DDS website.

DHCS intends to submit the renewal application to the federal Centers for Medicare & Medicaid Services (CMS) by March 30, with an effective date of July 1, 2026. A copy of the proposed waiver amendment was posted on February 6. Copies may also be requested by mail (Department of Developmental Services, Attn: Jonathan Hill, 1215 O Street MS 7-40, Sacramento, CA 95814) or email (Federal.Programs@dds.ca.gov; please include “SDP Waiver” in the subject line). To ensure consideration before CMS submission, comments must be received by March 8. Comments received after this date will still be accepted, but may not be reviewed prior to the initial submission.

Skilled Nursing Facility Value Strategy Webinar

On February 20, from 9:30 a.m. to 11 a.m. PST, DHCS will host an all-comer webinar for stakeholders who want to learn more about the development of DHCS’ comprehensive value strategy for Medi-Cal skilled nursing facility (SNF) services. The SNF Value Strategy will inform the reauthorization of the Medi-Cal Long-Term Care (LTC) Reimbursement Act, which governs the overall Medi-Cal financing framework for Freestanding SNFs. The Act’s upcoming renewal provides a historic opportunity to build upon the CalAIM LTC Carve-in and AB 186 Nursing Facility Financing Reform programs. The SNF Value Strategy will include a landscape analysis of payment methodologies used by Medi-Cal, Medicare, and other payers. New DHCS Webpages: Federal Policy Impacts on Medi-Cal 

DHCS launched a new set of webpages to help counties, health plans, providers, and community partners track federal actions that affect Medi-Cal, including H.R. 1, and California’s response. The site covers Medi-Cal eligibility, benefits, behavioral health, reproductive health, financing, and Section 1115 waivers. You’ll also find California’s implementation plan for eligibility and enrollment changes under H.R. 1. (NOTE: if you missed the February 5 webinar, the implementation plan presentation and slides are now available.)

Managed Care Organization Tax Update  

On February 2, the federal Centers for Medicare & Medicaid Services (CMS) finalized a rule that changes federal requirements for health care-related taxes used to finance Medicaid programs. The rule leaves intact California’s Managed Care Organization (MCO) Tax through its current authorized term (December 31, 2026), after which the same tax structure will no longer be federally approvable. DHCS will work closely with partners and stakeholders on next steps related to the tax and related payment methodologies that are needed to comply with federal requirements. For more details, see the CMS Final Rule and Fact Sheet.

Medi-Cal 1915(i) Home and Community-Based Services State Plan Amendment

DHCS is seeking input from members, providers, and other interested stakeholders regarding the renewal application for the Medi-Cal 1915(i) Home and Community-Based Services State Plan Amendment (SPA 26-0009). The California Department of Developmental Services intends to renew the SPA for a five-year period (October 2026 through September 2031). The renewal presents rate changes and new methodologies, provider types, and services from SPA 25-0040, which is pending CMS approval. The state anticipates that SPA 25-0040 will be approved by CMS prior to the approval of SPA 26-0009. Written comments may be emailed to Federal.Programs@dds.ca.gov or PublicInput@dhcs.ca.gov. Please indicate SPA 26-0009 in the subject line or message. Reminder: ICD-10-CM Diagnosis Codes on Pharmacy Claims

On February 9, an alert will be published reminding pharmacy providers and prescribers to include ICD-10-CM diagnosis code(s) on pharmacy claims. Effective fall 2026, ICD-10-CM diagnosis code(s) will be required for pharmacy claim adjudication to better implement appropriate utilization management controls, including prior authorization requirements. This policy will apply to all pharmacy claims submitted on and after the implementation date, including refill claims, to help ensure and promote clinical appropriateness, essential need, efficacy, member safety, and quality of care. Recognizing the need for systems coordination, Medi-Cal Rx has initiated a robust education and outreach campaign to help pharmacy providers and prescribers understand and adopt the management controls. More detailed information, including the implementation plan and resources, will be published on the new ICD-10-CM Code Requirements tab on the Education & Outreach page. The Emergency Fill policy will remain in effect and not be impacted by this requirement. For more information about the Emergency Fill policy, please refer to the Emergency Fills section in the Medi-Cal Rx Provider Manual.

Smile, California Mobile Dental Van Event (Calaveras County)

On February 23 and 24, from 8 a.m. to 5 p.m. PST, mobile dental van events will be held in Calaveras County to provide free dental services. The van will be located at 1299 Gold Hunter Road in San Andreas. Smile, California will support the event with a custom flyer and social media posts. Visitors are encouraged to call 1-888-585-3368 to pre-register and complete the consent forms before the event.

Community Assistance, Recovery, and Empowerment (CARE) Act Working Group Meeting

On February 11, from 10 a.m. to 3 p.m. PST, the California Health and Human Services Agency will hold its CARE Act Working Group meeting. The meeting will include a recap of the previous meeting and look ahead to 2026. Representatives from San Diego County Behavioral Health Services will share an implementation update, including their latest data, outcomes, and best practices. Representatives from Neimand Collaborative will discuss recent and upcoming CARE Act communication strategies. Additionally, participants will hear from psychiatry subject matter experts on CARE agreements/plans, as well as from Health Management Associates representatives who will provide a look ahead at the elements of the 2026 CARE Act Annual Report. Skilled Nursing Facility Value Strategy Webinar

On February 20, from 9:30 a.m. to 11 a.m. PST, DHCS will host an all-comer webinar for stakeholders who want to learn more about the development of DHCS’ comprehensive value strategy for Medi-Cal skilled nursing facility (SNF) services. The SNF Value Strategy will inform the reauthorization of the Medi-Cal Long-Term Care (LTC) Reimbursement Act, which governs the overall Medi-Cal financing framework for Freestanding SNFs. The Act’s upcoming renewal provides a historic opportunity to build upon the California Advancing and Innovating Medi-Cal (CalAIM) LTC Carve-in and AB 186 Nursing Facility Financing Reform programs. The SNF Value Strategy will include a landscape analysis of payment methodologies used by Medi-Cal, Medicare, and other payers. Equity-Centered Sterilization Counseling: Evidence, Consent, and Practical Pearls

On February 20, from 12 to 1:30 p.m. PST, DHCS and the University of California, San Francisco will host a webinar (advance registration required) to explore strategies to provide informed, compassionate, and patient-centered counseling to individuals considering sterilization. Presenters will discuss how to support autonomy and informed decision-making within the context of clinical, ethical, and policy considerations. Participants will gain insight into current evidence, communication approaches, and referral pathways that promote equitable access to sterilization and related reproductive health services. For those unable to attend the live webinar, a transcript and recording, along with additional resources, will be available at a later date on the Family PACT (Planning, Access, Care, and Treatment) website.

Justice-Involved Reentry Initiative: Upcoming Live Training Webinars

Medi-Cal is offering a live Justice-Involved Reentry Initiative Overview. This course introduces the Justice-Involved Reentry Initiative and outlines its purpose and structure. Attendees will learn about provider roles and requirements, including participation standards and coordination expectations. The training webinars are scheduled for February 24 (10 to 11:30 a.m. PST), February 25 (1 to 2:30 p.m. PST), and February 26 (10 to 11:30 a.m. PST). Providers must register for the webinar through the Medi-Cal Learning Portal and select the session they plan to attend to ensure enrollment. To view the webinar, attendees must have internet access and a user profile in the portal (Note: Google Chrome is the recommended web browser for accessing the portal). Stakeholder Advisory Committee (SAC)/Behavioral Health (BH)-SAC Meeting

On February 25, from 9:30 a.m. to 3 p.m. PST, DHCS will host the hybrid SAC/BH-SAC meeting (advance registration required for online and in-person participation) at 1501 Capitol Avenue (First Floor Conference Room 71.1316), Sacramento, CA 95814. SAC provides DHCS with valuable input and feedback on efforts to provide equitable access to quality health care. BH-SAC provides DHCS with input on behavioral health initiatives and was created as part of the ongoing effort to integrate behavioral health with the greater health care system. Updates will be provided on H.R. 1, the Justice-Involved Reentry Initiative, and Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) policy and implementation. Chief Deputy Director for Policy and Program Support Erika Sperbeck Leaving DHCS

Erika Sperbeck, Chief Deputy Director for Policy and Program Support, will leave DHCS for a new opportunity on January 30. Erika has been a pivotal leader since joining DHCS in April 2017. She guided the Department through tremendous growth—a nearly 40 percent workforce increase, more than doubling the annual budget, and numerous programmatic initiatives—while navigating significant change and uncertainty, including the COVID-19 pandemic and the transition to a hybrid organization. Under Erika’s leadership, DHCS focused on becoming an employer of choice; strengthening infrastructure and operations; enhancing financial management to safeguard the integrity, accountability, and transparency of more than $200 billion in annual state and federal funding; and maintaining program integrity. Upon Erika’s departure, Assistant State Medicaid Director Lindy Harrington will serve as interim Chief Deputy Director for Policy and Program Support.

DHCS Launches New Paper Single Streamlined Application 

On January 16, DHCS launched the revised paper Single Streamlined Application, which now aligns with the online application portals at CoveredCA.com and BenefitsCal.com. This application is used by individuals and families to apply for insurance affordability programs, including Medi-Cal and Covered California health plans. This revision is the result of a collaborative effort between DHCS and Covered California. It is designed for better accessibility and user experience, incorporating extensive focus group testing, readability assessments, and stakeholder input. The updated application is currently available in English both as a printed booklet and online via the DHCS website, and the Spanish booklet and online version will be available in early 2026. Additional languages and large-print formats will continue to roll out in 2026 and will be accessible on the DHCS website. Thanks to all stakeholders who provided their feedback and assisted with revising the application.

Joint Statement from California Health and Human Services Leaders on Vaccine Access and Availability

California Health and Human Services Secretary Kim Johnson, Department of Public Health (CDPH) Director and State Public Health Officer Dr. Erica Pan, DHCS Director Michelle Baass, and Department of Managed Health Care (DMHC) Director Mary Watanabe released a joint statement on vaccine access and availability. California and American Academy of Pediatrics-recommended vaccines will continue to be covered by health plans and insurers regulated by the State of California. Vaccines can be received at no cost from your doctor, some local pharmacies, or other authorized providers. To schedule your vaccine appointment, contact your health care provider or visit myturn.ca.gov. California is committed to reviewing available vaccine science and following credible, independent medical guidance to ensure that every resident has access to safe, effective immunizations that save lives—and keep Californians healthy and strong.

New Community Supports Pricing Resource Addendum

On December 30, DHCS released the Community Supports Pricing Resource, an addendum to the 2021 Community Supports Non-Binding Pricing Resource (formerly known as the Non-Binding In Lieu of Services Pricing Guidance). The addendum provides updated pricing benchmarks for Community Supports that have undergone substantial refinements to service definitions or billing guidance since launch, including Assisted Living Facility Transitions, Community or Home Transition Services, and Medically Tailored Meals/Medically Supportive Food. This release represents a key interim milestone in DHCS’ ongoing effort to fully update all pricing benchmarks. For reference, supplemental pricing information from other programs is included in the addendum. While this information may support managed care plan (MCP) and provider negotiations, it was not used to determine the benchmark pricing. This resource remains non-binding; MCPs and providers retain full discretion to negotiate prices and payment methodologies that reflect local costs, staffing models, service intensity, population risk mix, quality of care, and other considerations.

Draft Evidence-Based Practices Resource Guide: Public Comment Period Closes January 16

On December 8, DHCS released the Draft Evidence-Based Practices and Community-Defined Evidence Practices (EBP/CDEP) Resource Guide for public comment, which will remain open through January 16. This guide serves as a centralized resource to help current and prospective EBP/CDEP providers, including community-based organizations, schools, and counties, navigate new state tools and Medi-Cal billing pathways as they provide behavioral health services tailored to the values, beliefs, and needs of the diverse communities they serve. It is especially relevant for those funded through the Children and Youth Behavioral Health Initiative (CYBHI), Family First Prevention Services Act (FFPSA), and Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) initiative, a key component of California Advancing and Innovating Medi-Cal (CalAIM). The guide includes an overview of 43 EBPs, reimbursement considerations for CDEPs, and strategies for leveraging existing Medi-Cal authorities to fund and sustain services. Stakeholders may submit written comments here or by emailing CYBHI@dhcs.ca.gov with the subject line “Public Comment: EBP/CDEP Resource Guide.” Please include in the email the section to which you are proposing edits, the recommended edit, and the reason for the change.

New Online Training to Support SUD Counselors

On January 12, DHCS, in partnership with the University of California San Diego Division of Extended Studies, launched the Advancing SUD Counselor Education and Development (ASCEND) Program. ASCEND is a free, self-paced, 80-hour online training for substance use disorder (SUD) counselors featuring instruction from experienced professionals. The program was developed with the University of California San Diego Division of Extended Studies and the Assembly Bill 2473 Stakeholder Advisory Group as part of DHCS’ ongoing efforts to strengthen the SUD workforce. The curriculum covers 12 core competencies required for counselor certification. For more information and to view a video about ASCEND, visit the DHCS YouTube channel. Protect Access to Health Care Act (PAHCA) Stakeholder Advisory Committee (SAC)

On January 14, from 10 a.m. to 1 p.m. PST, DHCS will host the PAHCA-SAC meeting (advance registration required for online participation) at 1700 K Street (first-floor conference room 17.1014), Sacramento. The committee is responsible for advising DHCS on developing and implementing components of PAHCA (Proposition 35).

MCP-Hub Partnerships: Toolkit for Plans and CalAIM Providers  

On January 16, from 1 to 2:30 p.m. PST, DHCS will host a public informational webinar to review the MCP-Hub Partnerships Toolkit for Plans and CalAIM Providers (advance registration required). This webinar will review the toolkit published by DHCS, in partnership with the California Health Care Foundation and Aurrera Health Group, highlighting existing subcontracting requirements relevant to Hubs, considerations for MCPs and Hubs to operationalize voluntary contracting partnerships, and requirements for MCP oversight and monitoring of contracted Hubs. Webinar attendees may submit questions in advance to MCQMD@dhcs.ca.gov with the subject line “MCP-Hubs Toolkit.”

California Continues Statewide Recovery and Behavioral Health Support

One year after the devastating Los Angeles firestorms, California remains committed to helping communities rebuild and heal. Governor Newsom announced ongoing efforts to restore housing, infrastructure, and behavioral health services for impacted residents. These initiatives include expanded access to crisis counseling, mobile mental health units, and partnerships with local providers to ensure timely care. “Our goal is to ensure that every survivor has access to the care they need,” said DHCS Director Michelle Baass. “From crisis counseling to new Resiliency Centers, we are building a system that promotes long-term emotional recovery and community strength.”
