On July 31, 2025, the California Department of Health Care Services (DHCS)
will host a public listening session on several topics, including
Oversight and Monitoring and the Early Intervention Evidence-Based
Practices (EBP) List
under the Behavioral Health Services Act (BHSA).
Oversight and Monitoring is DHCS' systematic supervision and
evaluation of how behavioral health services are delivered. The curated
Early Intervention EBP List includes treatment and prevention
strategies that target individuals showing early signs of mental illness or
substance use problems to improve outcomes and reduce progression. EBPs have
been clinically reviewed and codified, meaning the practices have been
manualized to ensure the fidelity of implementation in a variety of settings.
Community-Defined Evidence Practices (CDEP) are community-based behavioral
health practices that have reached a strong level of support within specific
communities.
In March 2024, California voters passed Proposition 1, which includes the
BHSA
and
Behavioral Health Infrastructure Bond Act.
During this session, which is open to the public, participants may comment on
DHCS’ proposed approach for Oversight and Monitoring policies and the
legislatively mandated Early Intervention EBP List under the BHSA to help
shape the future of behavioral health in California.
