County Policy Manual ​

The Behavioral Health Services Act (BHSA) County Policy Manual was created to help California counties and behavioral health stakeholders implement Behavioral Health Transformation (BHT), a package of behavioral health policy reforms approved by voters as Proposition 1 in March 2024.  

The BHSA County Policy Manual includes guidance on county planning, reporting, and fiscal requirements, along with BHSA service and program implementation expectations. The manual serves as a comprehensive, practical resource for counties, behavioral health providers, Tribal partners, and other stakeholders as they implement BHSA requirements and develop Integrated Plans.  

The BHSA County Policy Manual is being released in phases to give counties, providers, and community partners the opportunity to help shape how California implements behavioral health reform in digestible increments. Each phase is focused on a specific policy area, and public comment is a key part of the process. Using the manual helps strengthen coordination and responsiveness of behavioral health services so implementation aligns with local needs while meeting statewide requirements. ​​
