The
Behavioral Health Services Act County Policy Manual
has been updated with important information and resources for counties
regarding the draft Integrated Plan and final Integrated Plan, which are due
in 2026.
These updates provide clear guidance and timelines for counties as they
prepare to submit their draft and final Integrated Plans, as well as
guidance around Phase 1 Performance Measures. DHCS is developing measures
associated with the statewide behavioral health goals in phases. Phase 1
Measures use publicly available population-level behavioral health measures,
which are defined as measures of community health and well-being associated
with statewide behavioral health goals. Each county’s Integrated Plan must
align with these goals and measures.
The updates will serve as a critical resource as counties develop their
Integrated Plans, supporting the coordination and responsiveness of
behavioral health services to align with local needs. The policy manual is a
comprehensive guide that provides counties, behavioral health providers,
Tribal partners, and other behavioral health stakeholders with guidance to
implement the requirements detailed in the Behavioral Health Services Act.
