Current Opportunities for Public Comment

  • Enclosure 1:​ BH-CONNECT Mental Health Institutions for Mental Diseases Federal Financial Participation Program, IMD FFP Plan. 
Below is a snapshot of the changes: 
  • ​Clarification of IMD FFP Plan requirements, including submission of IMD FFP Progress Reports every two years following initial approval. This is a new requirement that is being developed and DHCS will share additional guidance as it becomes available. 
  • Clarification of Evidence-Based Practices (EBPs) implementation requirements. This clarifies what constitutes “implementation” for each EBP. 
  • Clarification of billing and claiming processes per IMD type (MHRC, PHF, APH).  
  • Updates to program accountability requirements, including assessments and a new requirement for participating BHPs to implement the Level of Care Utilization System (LOCUS) assessment tool no sooner than July 1, 2029.

Monitoring Reports​

  • BH-CONNECT Monitoring Report DY1 Q1​: The Department of Health Care Services (DHCS) is required to submit monitoring reports to The Centers for Medicare and Medicaid Services (CMS) that includes operational updates, performance metrics, budget neutrality and financial reporting requirements, and evaluation activities and interim findings specific to the Behavioral Health Community-Based Networks of Equitable Care and Treatment (BH-CONNECT) demonstration. CMS approved the BH-CONNECT Monitoring Report for Demonstration Year 1, Quarter 1.  The report includes operational updates and highlights the Department’s efforts to implement the BH-CONNECT demonstration. ​​​
