There are many ways to file a complaint. Find out which steps to take and who you should contact.

Medi-Cal Fair Hearing 

Do you have a complaint about your Medi-Cal benefits or services? Were you turned down when you applied for Medi-Cal, but think you should have been approved? You have the right to ask for a state Fair Hearing to review the decision. 


An Ombudsman is a person in a government agency who can assist you with complaints or explain problems with the programs or policies of the agency​​. Contact the Ombudsman for assistance with the following services:

  • Navigating through the Medi-Cal Managed Care System
  • Finding information to help access mental health services
  • Addressing concerns or grievances about services
  • Helping members with urgent enrollment problems
