  1. Welcome, Opening Comments, Roll Call
  2. Committee Member Feedback from January 14, 2026, Meeting. Discuss Stakeholder Advisory Committee members’ feedback submitted to DHCS following the January 14, 2026, PAHCA-SAC meeting.
  3. Federal Guidance Update. Discuss CMS’ Final Rule on health care-related taxes, including the transition period for California’s Managed Care Organization (MCO) Tax until December 31, 2026, and its impact on Proposition 35 investments.
  4. May Revision. Discuss updates related to the MCO Tax in the May Revision to the 2026 Governor’s Proposed Budget.  
  5. Protect Access to Health Care Act (PAHCA) Design & Implementation Update for CY 2025 and CY 2026. Discuss and obtain the Stakeholder Advisory Committee’s input on the design and implementation of the PAHCA including updates on the Calendar Year (CY) 2025 and CY 2026 Spending Plans, State Plan Amendments (SPAs), State Directed Payments, All Plan Letters, and investments operationalized by the Department of Health Care Access & Information.
