Foster Care Model of Care Workgroup
The CalAIM Foster Care Model of Care Workgroup is being established to create a long-term plan for how children and youth in foster care receive health care services (physical health, mental health, substance use disorder treatment, social services, and oral health) and as an opportunity for stakeholders to provide feedback on ways to improve the current system of care for children and youth in foster care. The workgroup also will determine whether or not a new system of care should be developed.
The workgroup will:
- Engage in collaborative discussions to develop policy recommendations and operationally achievable timelines for implementing a new, and/or transitioning to an existing but slightly different, model of care for children and youth in foster care, including Former Foster Youth (FFY) programs and transitioning out of foster programs and services at age 26.
- Engage in meaningful dialogue and consensus building to ensure all key players, both internal DHCS/CDSS staff and external stakeholders, have an opportunity to provide feedback and perspectives to inform a uniform and agreed upon approach to address the unique and complex health care needs of this vulnerable population.
- Develop implementation work plans and timelines.
Due to the COVID-19 emergency, the Department of Health Care Services (DHCS) and the Department of Social Services (DSS), in consultation with our major stakeholders, have decided to launch the Foster Care Model of Care workgroup on June 26, 2020, instead of April 21. The intent is to ensure the workgroup can devote the attention necessary to launch with full engagement.
DHCS and DSS have reviewed the applications submitted for membership in the workgroup and finalized the group membership. We will provide details for the June 26 meeting during the first week of June.

All meetings will be held via webinar.
The public is welcome to attend all meetings by phone or webinar. A public call-in option will be active for all workgroup meetings.
Meeting duration is anticipated to be about three hours in the morning, with the exception of the October 30th meeting which will be in the afternoon, however meeting lengths may be shortened or extended depending on workgroup needs. Meeting dates are provided below:
