​​​​Stakeholder Hearing Information: Updated Medi-Cal Non-Emergency Medical Transportation Provider Requirements​​

On December 9, 2025, the Department of Health Care Services (DHCS) held a public hearing via webinar to discuss the regulatory provider bulletin titled, "Updated Medi-Cal Non-Emergency Medical Transportation Provider Requirements."

Currently, the application package for applicants or providers providing or intending to provide NEMT by litter van or wheelchair van must include a standard brake and light certificate issued by the California Department of Consumer Affairs (DCA), as required by California Code of Regulations (CCR), title 22, section 51000.30(d)(18)(G).

DHCS no longer accepts the standard brake and light certificate issed by the California DCA for NEMT applications received on or after March 27, 2025, in accordance with Assembly Bill 471 (Chapter 372, Statutes of 2021), which ended the standard brake and light certificate program, effective September 27, 2024, with certificates remaining valid until six months after the end of the program, or March 27, 2025.

​Effective March 27, 2025, NEMT providers must submit a valid Vehicle Safety Systems Inspection (VSSI) certificate, issued by the Bureau of Automative Repair (BAR) with their application for enrollment as applicable.
