California Children’s Services (CCS) Classic is a statewide program that treats children with certain physical limitations and chronic health conditions or diseases. CCS can authorize and pay for specific medical services and equipment provided by CCS-approved specialists. The California Department of Health Care Services (DHCS) manages the CCS program. Larger counties operate their own CCS programs, while smaller counties share the operation of their program with state CCS regional offices in Sacramento, San Francisco, and Los Angeles. Senate Bill (SB) 586 authorizes DHCS to establish the Whole Child Model (WCM) program in designated County Organized Health System or Regional Health Authority counties to incorporate CCS program covered services for Medi-Cal eligible CCS children and youth into a Medi-Cal Managed Care Health Plan (MCP).  

The purpose of the CCS Redesign Performance Measure Quality Subcommittee is to provide a comparison analysis with clinical and non-clinical measures by which CCS WCM and Classic counties will be evaluated. Assembly Bill (AB) 118, Chapter 42, Section 14094.7 mandates the department to annually provide a comparison analysis on its website regarding trends in CCS enrollment among CCS WCM and Classic counties by January 1, 2025. In addition, the department must develop utilization and quality measures relating to CCS specialty care centers to be reported annually and require any WCM plan subject to access or quality of care findings in the most recent medical audit to implement quality improvement strategies.
