Skilled Nursing Facility Wage and Benefits Survey
The California Department of Health Care Services (DHCS), Fee-For-Service Rates Development Division is surveying Skilled Nursing Facilities on wages and benefits offered to employees. Pursuant to Welfare & Institutions Code Sections 10740 and 14126.027, participation in this survey is required for all Freestanding Nursing Facilities Level -B (FS/NF-B) and Freestanding Adult Subacute Facilities (FS/SA) certified to participate in the Medi-Cal program. Participation is optional for Distinct Part Nursing Facilities Level-B (DP/NF-B), Distinct Part Pediatric Subacute facilities (DP/PSA), and Freestanding Pediatric Subacute facilities (FS/PSA).
Data collected in this survey will be utilized by DHCS in the Medi-Cal rate setting process to reimburse providers for the projected costs of new state and/or federal mandates in Calendar Year 2024. Additionally, the information collected in this survey will inform the development of the Workforce Standards Program newly established by Assembly Bill 186 (Chapter 46, Statutes of 2022). Failure to complete the Minimum Wage Survey may impact facilities' Calendar Year 2024 rates.

Instructions and Survey
- Please review the survey instructions and complete the survey using the 2023 SNF Wage and Benefits Survey form. The wage data should be from the period April 1, 2022 through June 30, 2022.
- Submit completed surveys, or inquiries related to the survey, to email address AB1629@dhcs.ca.gov. Please ensure that, “2023 SNF Wage and Benefits Survey" is displayed in the subject line of your email.
The deadline to submit completed surveys was June 2, 2023. However, DHCS is accepting late submissions of the 2023 SNF Wage and Benefits Survey until further notice.
