Quality and Accountability Supplemental Payment Program
The Quality and Accountability Supplemental Payment
(QASP) Program for Freestanding Skilled Nursing Facilities (SNFs) encourages
and incentivizes SNFs to implement quality improvements. Facilities are
scored on a set of 12 measurement indicators on a percentile basis and payments
are based on total score. For more information regarding QASP
Program quality measures, please visit the CDPH QASP webpage. Facility
administrators can access the latest facility scores through the QASP Program Data Portal.
2022 QASP Payments
Please refer to below schedule for 2022 QASP payments:

The delayed payment pool for each service period will be available for two years after the first day of the respective service period or until it is depleted, whichever occurs sooner, and will be used to fund delayed QASP payments made after the respective primary payment. Please submit delayed payment pool requests to the Long Term Care Systems Development Unit inbox at AB1629@dhcs.ca.gov.
QASP payments issued for a given service period may be adjusted for corrections or withholds related to prior payment periods.
State Plan Amendment 22-0011 related to the 2022 QASP has been approved.
Pursuant to the Medi-Cal Long Term Care Reimbursement Act (Welfare and Institutions Code Section 14126.022) and contingent on approval by the Centers for Medicare & Medicaid Services, only facilities with Fee-For-Service Medi-Cal Bed Days are eligible to participate in QASP program.
