California is transforming Medi-Cal b​y offering new and improved services to ensure Californians get the care they need to lead healthier lives. The CalAIM Incentive Payment Program (IPP) supports the implementation and expansion of Enhanced Care Management (ECM), Community Supports, and other CalAIM initiatives by providing incentives to Medi-Cal managed care plans (MCPs). IPP incentives are oriented around four primary goals:

  • Member engagement and service delivery, including reaching new members
  • Building sustainable infrastructure and capacity, includin​g health information technology, workforce, and provider networks
  • Promoting program quality, with measurable impacts on utilization
  • Creating equitable access for ECM Populations of Focus (PoFs), includi​ng those newly becoming eligible for services in 2023 and 2024​

What does this change mean for Californians?

Medi-Cal is committed to improving the quality and delivery of services to members. IPP provides meaningful incentives to Medi-Cal MCPs to meet key targets in their implementation and delivery of transformative programs and services. To earn these IPP funds, plans are evaluated against new measures and must demonstrate strong performance and improvement over time. MCPs are encouraged to invest these funds into future improvements to the services they offer to Medi-Cal members.

News

For all remaining upcoming IPP submissions, reporting will be completed via Nintex, an online submission platform. This is a submission platform change only, the contents of the submissions will not change. The Nintex form includes fillable fields, drop downs, and calculations that give live feedback for each measure. Another feature of Nintex is data from the previous submission (Submission 3), is prepopulated based on an MCPs prior submission. Nintex Automate also allows for better control of what is entered into the reporting fields. Overall, this effort improves the submission data quality. DHCS is requesting confirmation of the Plan’s contact information (First Name, Last Name, Email Address) to use as access to the Nintex Survey. Without the requested contact information, the Plan will NOT be able to submit the Nintex Survey for IPP Submission 4.

Submission 4, for the measurement period of July 1, 2023 through December 31, 2023, is due on March ​1, 2024​.​
