DHCS Leader Selected for 2026 Medicaid Pathways Program

Bambi Cisneros, Assistant Deputy Director for Managed Care, Health Care Delivery Systems, was selected to participate in the national Medicaid Pathways Program's 2026 class. Cisneros provides leadership on policy development, compliance, and oversight for the Medi-Cal managed care delivery system. The Medicaid Pathways Program, led by the Center for Health Care Strategies, is designed to strengthen the leadership capacity of senior Medicaid leaders. Now in its fifth year, 100 senior Medicaid agency leaders have participated in this leadership training program. “I'm proud to advocate for our state's most vulnerable and to support the teams I lead. Together, we work to expand access to care for all Medi-Cal members," said Cisneros. Program participants are competitively selected to join the nine-month leadership training program designed for individuals who are new to Medicaid leadership roles or aspire to advance into more senior positions.

CalHHS Connect Webinar: How Federal Policy Changes are Impacting a Healthy California for All

Earlier this year, the Republican majority in Congress and President Trump enacted H.R. 1 (the One Big Beautiful Bill Act). On October 27 at 10 a.m. PDT, California Health & Human Services Agency (CalHHS) leadership will share the latest efforts to address H.R. 1's impact on safety-net programs in California. The session will also provide an update on the state's application for the Rural Health Transformation Program and the opportunity to strengthen health care access, quality, and outcomes in rural communities through innovative system transformation. Speakers include CalHHS Secretary Kim Johnson, DHCS Director Michelle Baass, California Department of Social Services (CDSS) Director Jennifer Troia, and California Department of Health Care Access & Information Director Elizabeth Landsberg.

Program Updates

2024 Annual Network Certification (ANC)

On October 30, DHCS will publish the 2024 Network Adequacy and Access Assurances Report (NAAAR) on its Network Adequacy webpage. The report includes ANC results for Managed Care Plans (MCP) and Dental MCPs for calendar year 2024, and Behavioral Health Plans (BHP) – Mental Health Plans (MHP) and Drug Medi-Cal Organized Delivery System (DMC-ODS) Plans – for Fiscal Year (FY) 2024–25. The NAAAR fulfills federal Centers for Medicare & Medicaid Services (CMS) requirements by reporting each plan's compliance with California's network adequacy standards.

DHCS assessed 24 MCPs for compliance with provider-to-member ratios and mandatory provider types. All MCPs met these standards. However, under a more rigorous methodology for non-specialty mental health services, Anthem, Health Net, and Santa Clara Family Health Plan did not comply. This noncompliance does not reflect a decline in access, but the elevated standard. All MCPs, except Kaiser Permanente, met geographic access standards. Kaiser must now submit individual Alternative Access Standard (AAS) requests due to changes in its contract model. MCPs with deficiencies are under Corrective Action Plans (CAP), requiring out-of-network access and transportation when standards aren't met. Also, all six Dental MCPs operating in Los Angeles and Sacramento counties were found compliant with network adequacy standards. Where time or distance standards weren't met, plans submitted and received approval for AAS requests. DHCS currently oversees eight active Dental MCP AAS requests.

Additionally, for FY 2024–25, DHCS evaluated MHPs against 41 standards and DMC-ODS plans against 40 standards. Initial results show 56 out of 56 MHPs (encompassing 58 counties with two joint MHPs) and 28 out of 32 DMC-ODS plans (in 38 counties) were found out of compliance with one or more standards, based on methodologies outlined in Behavioral Health Information Notice (BHIN) 24-020. Due to delays in data reporting and enhancements to DHCS' monitoring process, the CAP phase was not completed before publication. As a result, the NAAAR reflects pre-CAP data, which may not accurately represent final compliance outcomes. Historically, many issues are resolved during the CAP phase. However, DHCS anticipates that many BHPs may remain out of compliance with at least one standard, which is not uncommon due to the rigorous and evolving methodology to assess behavioral health network adequacy. DHCS is evaluating whether to impose financial sanctions under BHIN 25-023 to reinforce compliance. The results of the NAAAR, and the requirements for BHPs to complete corrective action or face financial sanctions, underscore DHCS' commitment to strengthening accountability and transparency in publicly funded, county-administered behavioral health services.

Smile, California: Mobile Dental Van Events (Modoc County)

On November 6 to 8, from 8 a.m. to 5 p.​m. PST, Mobile Dental Van events will be held in Modoc County to provide free dental services. The van will be located at 701 N Main Street, Suite 6, Alturas. Smile, California will support the event with a custom flyer, social media posts, and a Smile Alert to notify members and partners of the upcoming event. Visitors are encouraged to call 1-888-585-3368 to pre-register and complete the consent forms before the events.

DHCS is seeking a talented and motivated individual to serve as:

  • Chief, Managed Care Quality and Monitoring Division. The Chief is responsible for leading and overseeing compliance-related activities for Medi-Cal MCPs. Activities include, but are not limited to, partnering with health care professionals to develop and implement statewide MCP policies, processes, and change management efforts, as well as providing technical assistance and conducting risk analysis for audit and compliance programs related to MCPs. A higher salary range is available for a licensed physician. Applications must be submitted by November 7.

Upcoming Stakeholder Meetings and Webinars

DHCS posts upcoming public meetings on the DHCS Calendar of Events. Stakeholder Advisory Committee (SAC)/Behavioral Health (BH)-SAC Meeting

On October 29, from 9:30 a.m. to 3 p.m. PDT, DHCS will host the hybrid SAC/BH-SAC meeting (advance registration required for online and in-person participation) at 1700 K Street (first-floor conference room 17.1014), Sacramento. During the meeting, participants will learn more about upcoming H.R. 1 changes, the 2026 expansion of Medi-Medi Plans, Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) policy and implementation updates, and Transitional Rent. SAC provides DHCS with valuable input and feedback on efforts to provide equitable access to quality health care. BH-SAC provides DHCS with input on behavioral health initiatives and was created as part of the ongoing effort to integrate behavioral health with the greater health care system. The Fierce Urgency for Community Partnerships: Webinar

On October 30, from 12 to 1:30 p.m. PDT, DHCS will host a webinar, “The Fierce Urgency for Community Partnerships" (advance registration required). DHCS Director Michelle Baass will provide opening remarks, setting the stage for a conversation about how California is advancing health equity and improving outcomes by partnering across sectors and centering community voices. Leadership from DHCS and the California Department of Public Health (CDPH) will provide an overview of California's health care delivery transformation, share updates on initiatives that improve accountability, community engagement, and transparency, and discuss recent efforts to strengthen and align community planning and community investments across public health, managed care, and behavioral health. All are welcome to attend.

Family Planning Webinar

On October 30, from 12 to 1:30 p.m. PDT, DHCS will host the From Consent to Confidence: Best Practices for Working with Youth During their Family Planning Visits webinar (advanced registration required). This webinar will explore best practices for working with adolescents and young adults, considering issues of minor consent and confidentiality, sexual and reproductive health, and youth autonomy in navigating the health care system. It will focus on how to best prepare youth to begin the lifelong journey of managing their health care needs. For those unable to attend the live webinar, a transcript and recording of the webinar, along with additional resources, will be available on the Family PACT website at a later date. 

Transitional Rent Payment Methodology

DHCS released the final Transitional Rent Payment Methodology. As outlined in the Community Supports Policy Guide Volume 2, Medi-Cal MCPs must cover Transitional Rent for the behavioral health population as the first mandatory Community Supports service beginning on January 1, 2026. To provide more information about the Transitional Rent Payment Methodology, DHCS will host a webinar on October 31, from 10 to 11 a.m. DHCS also encourages partners and stakeholders to visit the ECM and Community Supports webpage for more information and the new DHCS Housing for Health webpage for updates on various DHCS-led housing-focused initiatives.

Medi-Cal Children's Health Advisory Panel (MCHAP) Meeting

On November 6, from 10 a.m. to 2 p.m. PST, DHCS will host the quarterly MCHAP meeting at 1700 K Street, Sacramento, in the first floor conference room (17.1014) or via public webinar. MCHAP advises DHCS on policy and operational issues that affect children enrolled in Medi-Cal. The meeting will provide information on several key topics, including improving preventive care services through Medi-Cal for Kids & Teens; Drug Medi-Cal and DMC-ODS: Penetration rate data and discussion; and the California Child and Adolescent Mental Health Access Portal (Cal-MAP). Proposition 64 Advisory Group Meeting

On November 13, from 10 a.m. to 2 p.m. PST, DHCS will host the Proposition 64 Advisory Group meeting. The meeting will be held in hybrid format at the Sierra Health Foundation Center for Health Program Management, 2150 River Plaza Drive, Suite 400, Sacramento. At the meeting, participants will hear presentations from the California Natural Resources Agency, CDSS, CDPH, and The Center at Sierra Health Foundation on progress achieved over the last year with their Proposition 64 Youth Education, Prevention, Early Intervention and Treatment (YEPEITA)-funded programs. DHCS will also provide an overview of the 2025 YEPEITA Legislative Report. Meeting information, including the agenda and other materials, will be posted on the Proposition 64 Advisory Group webpage. Proposed Amendment to Medi-Cal Home and Community-Based Services (HCBS) 1915(c) Waiver for Californians with Developmental Disabilities

DHCS is seeking input from members, providers, and other interested stakeholders on the proposed amendment to the Medi-Cal HCBS 1915(c) Waiver for Californians with Developmental Disabilities (HCBS-DD waiver). DHCS plans to submit the proposed waiver amendment to CMS by November 28, for a proposed effective date of March 1, 2026. Copies of the proposed amendment can be obtained, and comments may be submitted, by emailing Federal.Programs@dds.ca.gov. Please include “HCBS Waiver" in the subject line or message. To ensure consideration, comments must be received by November 12. While comments submitted after this date will still be accepted, DHCS may not be able to review them before submitting the HCBS-DD waiver amendment to CMS.

DHCS Partnership with CalABLE 

On October 1, DHCS participated in a webinar hosted by California Achieving a Better Life Experience (CalABLE). This session, Understanding CalABLE and Medi-Cal: Save Without Sacrifice, helped individuals with disabilities and their families learn more about CalABLE and Medi-Cal. The webinar covered how CalABLE and Medi-Cal work together to help families save and invest money without losing access to health care and other essential public benefits. Attendees included CalABLE account holders, people with disabilities and their families, state employees, and service providers. Please watch the webinar recording for more information.​
