This BHIN provides guidance for Psychiatric Health Facilities (PHFs) and Mental Health Rehabilitation Centers (MHRCs) seeking Department of Health Care Services (DHCS) approval to admit individuals diagnosed solely with severe substance use disorders (SUDs), as authorized under Senate Bill (SB) 1238. The BHIN outlines requirements related to Medication-Assisted Treatment (MAT) policies, SUD treatment protocols, staff training, and application procedures.

​DRAFT BHIN 25-XXX Coverage of BH-CONNECT Evidence Based Practices – Supersedes BHIN 25-009: Provides guidance regarding coverage of Evidence Based Practices available under Medi-Cal as part of BH-CONNECT.

The amended BHIN does not change any fundamental EBP policies, but includes technical updates related to fidelity and claiming requirements. The technical updates include: 

  • ​Establishing the EBP Training, Technical Assistance, Fidelity Monitoring and Data Collection (“EBP Training and Fidelity") Manual as Binding Guidance. 
  • Clarifying fidelity designation requirements. 
  • Specifying claiming requirements for team-based EBPs. 

Including Alternative Benefit Plan (ABP) requirements for the Individual Placement and Support (IPS) Supported Employment.

​DRAFT BHIN 25-XXX Behavioral Health Data Sharing BHIN 

The purpose of this Behavioral Health Information Notice (BHIN) is to provide County Mental Health Plans (MHPs), Drug Medi-Cal Organized Delivery System (DMC-ODS) plans, and Drug Medi-Cal (DMC) Programs with guidance regarding their responsibilities for sharing Member's behavioral health data in real time with Medi-Cal  County Behavioral Health Plans and providers for the purposes of care coordination, referrals, service delivery, ensuring non-duplication of services, population health management, and quality improvement. The BHIN also includes requirements for county BH programs and their providers to adopt a standardized consent to share information form.​
