The California Behavioral Health Planning Council is mandated to review program performance, review and approve performance outcomes measures, and report findings and recommendations on the performance of programs annually to the Legislature, Department of Health Care Services, and the local behavioral health boards. Local Mental/Behavioral Health Boards must review and comment on performance outcomes data and communicate those findings to the California Behavioral Health Planning Council per Welfare & Institutions Code 5604.2 (a) (7).
To facilitate this process, the California Behavioral Health Planning Council created the Data Notebook which is released annually to the Local Mental/Behavioral Health Boards. The questions in the Data Notebook are designed to:
- Help local boards meet their legal mandates to review and comment on their county’s performance outcome data and communicate its findings to the CA Behavioral Health Planning Council.
- Serve as an educational resource on behavioral health data.
- Obtain opinions and thoughts of local board members on specific topics.
- Identify unmet needs and make recommendations.
The responses are analyzed by Planning Council staff to create a yearly overview report to inform policymakers, stakeholders, and the public.
