​​​​​​​​For Local and County Partners: Title XIX Claiming Toolkit

The Department of Health Care Services (DHCS) created a Title XIX Claiming Toolkit to provide additional guidance and clarification to assist local and county partners with appropriately documenting and seeking reimbursement for Title XIX matching f​​​​unds through interagency agreements (IAs) maintained between DHCS and the California Department of Public Health (CDPH), California Department of Social Services (CDSS), and other state departments.

Title XIX claiming must be done in accordance with all applicable federal statues, regulations, and policies, including, but not limited to, the federal Centers for Medicare and Medicaid Services (CMS) regulations and policies, including pertinent State Medicaid Director letters, federal Medicaid claiming requirements; Office of Management and Budgets (OMB) Circulars; as well as other State-issued policy guidance as applicable.

Local and county partners  may email their questions regarding Title XIX claiming for Maternal Child and Adolescent Health (MCAH) programs for which DHCS and CDPH maintain IAs, including but not limited to, the Adolescent Family Life Program, the Black Infant Health Program, Comprehensive Perinatal Services Program, to Title19ClaimingBD@dhcs.ca.gov and a member of the DHCS, Benefits Division (BD) team will get back to you.

​Title XIX Training Webinar

The Department of Health Care Services will host a training webinar on claiming Title XIX on February 14, 2025, from 1:00 to 2:30 p.m.. Topics will include requirement for claiming federal financial participation (FFP), including guidance for claiming enhanced FFP for skilled professional medical personnel, Title XIX time studies, billing with function codes, and more. Directors for the Maternal, Child, and Adolescent Health are encouraged to share this invitation with their programs and local partners.

The training will be recorded and posted on this webpage by February 21, 2025, for those who are not able to attend.​
