​​​​​​​​​​​Multipurpose Senior Services Program

The Multipurpose Senior Services Program (MSSP) Waiver provides Home and Community-Based Services (HCBS) to Medi-Cal eligible individuals who are 60 years or older and disabled as an alternative to nursing facility placement.  The MSSP waiver allows individuals to remain safely in their homes.

Telehealth Amendment

​​On November 1, 2023, CMS approved an amendment to the MSSP Waiver (CA-141.R06.12), to add telehealth as a permanent service delivery option, effective November 12, 2023. Through this ​amendment, telehealth was made permanent as a service delivery option for the following waiver services, in compliance with Welfare and Institutions Code (WIC) section 14132.725, federal statute and regulations; and as agreed upon by the applicant, participant, legal representative and Medi-Cal provider: 

  • Care Management
  • Consultative Clinical Services
  • Money Management
  • Social Support
  • Therapeutic Counseling

​Amend​​​ment

Approved Emergency Amendments

  • Approved Appendix K Palisades Fire in Los Angeles and Ventura Counties (Effective January 7, 2025) which temporarily allows authorized direct care waiver services to participants in alternative settings. The listed flexibilities are authorized under this amendment apply to waiver participants impacted by the State of Emergency​ in Los Angeles and Ventura Counties.
  • ​DHCS obtained approval for flexibilities accepted under the federal 1135 waiver authority which will expire January 7, 2026, for Los Angeles and Ventura Counties. The following flexibilities are available immediately. 
    • ​​Permit evacuating facilities (such as ICF-DDs, SNFs) to be fully reimbursed for services rendered to affected beneficiaries in alternative physical settings, such as temporary shelters or other care facilities. 
    • ​​​Permit some services to continue to be provided without a requirement for a new or renewed prior authorization. 
    • ​Temporarily allow services to be provided in settings that have not been determined to meet the HCBS Settings Rule criteria. 
    • ​​​Temporarily extend the timeframe to reinstate services and benefits to an individual who files a fair hearing request.

Eligibility Requir​ements

  • READ BEFORE ENROLLING
  • Medi-Cal individuals who, but for the provision of such services, would require the Nursing Facility (NF) level of care
  • Aged 60 years and older
  • Individuals shall only be enrolled in one HCBS waiver at any a time
  • Individuals must reside in a county with an MSSP Site
