Medi-Cal Specialty Mental Health Services Performance Dashboards
The Department of Health Care Services (DHCS) publishes performance outcomes reports and performance dashboards in accordance with Performance Outcomes Systems (POS) legislative requirements, and 1915(b) Medi-Cal Specialty Mental Health Services (SMHS) Waiver Special Terms and Conditions (STCs).
STC #1 requires DHCS to develop and publish performance dashboards on SMHS delivered to Medi-Cal eligible beneficiaries by Mental Health Plans (MHPs) and their contracted organizational providers by September 1, 2016 that are updated annually thereafter. MHPs are also required to post their county level SMHS performance dashboards on their county internet websites.

Performance Outcomes System Statewide Aggregate and Children and Youth County Level SMHS Performance Dashboards, Reports and Measures
The Performance Outcomes System (POS) reports are designed to respond to legislative mandates to improve outcomes and inform decision-making for children and youth receiving Medi-Cal SMHS. They establish processes for compiling information from multiple sources in order to better understand the results of Medi-Cal SMHS provided to children and youth under 21 years of age. The POS provides useful mental health outcomes summary reports intended to support ongoing quality improvement efforts and decision-making. POS reporting on children also includes separate reporting by region and county size, as well as, reporting on children in foster care, consumer perceptions and other informative reporting.
Special Terms and Conditions Statewide Aggregate and Adult SMHS Performance Dashboards
Pursuant to the requirements of the 1915(b) Medi-Cal SMHS Waiver STC #1, the SMHS Performance Dashboard makes available to the public data on SMHS provided to Medi-Cal eligible beneficiaries by MHPs and their contracted organizational providers.
The Statewide Aggregate SMHS Performance Dashboard and the County Level SMHS Performance Dashboards can be accessed using the links below. The Statewide Aggregate SMHS Performance Dashboard publishes two sets of charts and tables that include statewide demographics of children and youth age 0 through 20, and adults age 21 and older by age, gender, race, and ethnicity. The County Level SMHS Performance Dashboards follow the same format as the Statewide Aggregate Performance Dashboard but are separated by age (one report for children and youth, and one report for adults for each county).
All statewide aggregate and county level dashboards for children and youth and adults include charts and tables that focus on demographics, penetration rates, and service utilization. Charts and tables also include service utilization data displayed by dollar amount and units of service. There are two types of penetration rate information provided and categorized by demographic characteristics. Additionally, tables include a point-in-time “snapshot” of populations entering, exiting, and continuing services over a two-year period. Time-to-step-down tables provide data covering the past four years of the time-to-step-down services following psychiatric inpatient discharge*. All reports are based on approved claims data for SMHS provided to Medi-Cal eligible beneficiaries. The current 2017 Statewide Aggregate and County Level SMHS Performance Dashboards include trend information by displaying information for fiscal years 2012-13, 2013-14, 2014-15, and 2015-16. Subsequent Performance Dashboards will also include updated and additional information as new fiscal year data becomes available.
It is important to note that notations on the chart and tables define measures used, such as the penetration rate, or explain anomalies in the data. There is also a Measures Catalog that defines terms. To protect patient privacy, all data is published in accordance with DHCS Public Aggregate Reporting Guidelines, therefore, areas where data is suppressed to prevent the release of patient health information is also noted.
* For the Time-To-Step-Down table and chart, adults aged 22-64 receiving inpatient services from Institution for Mental Disease (IMD) facilities are not included in the count of inpatient discharges.

All SMHS Performance Dashboards are published with a version that includes data in tables and charts and a version that meets ADA publication requirements.
