How was the Mobile
Optometric Services (MOS) program created?
In October of 2023, California Legislature passed Senate
Bill 502 (SB 502) with the intent to make it easier for low-income children in
California schools to get vision services through a partnership between the
Department of Health Care Services and qualified mobile optometric offices. The
mobile optometric offices offer free vision screening, vision exams, glasses,
and eye-wear fittings on-site in school settings.
How do I
become an MOS Provider with DHCS?
Providers must have a contractual agreement in place with
DHCS before providing allowable vision services and submitting claims for costs
to DHCS in this program. Interested parties must be Medi-Cal certified vision
services providers. For a list of requirements to be a certified MOS provider,

What are
the MOS Provider requirements?
The mobile vision units must be run by nonprofit
organizations. The optometrists are responsible for medical decisions, and
mobile clinics must follow specific rules for patient care, record-keeping, and
reporting to ensure quality.
Medi-Cal
Certified Provider.
Only
allowed to operate up to 12 mobile optometric clinics within the first 2
years of operation.
Must
maintain patient records and provide upon request.
Must
solicit donor funding or provide funding in order to draw down federal
funding.
Must
work with licensed, board certified, Medi-Cal certified optometrists to
provide services within schools to receive reimbursement from DHCS.
How are funds for MOS Providers generated?
Federal
Children’s Health Insurance Program funding in conjunction with donations
solicited by the MOS provider, will be used to fund these services. No state
General Fund money will be used for this program.
How do I become a donor?
Interested donors will need to contact a current DHCS
MOS Provider to receive a Donor Guideline Questionnaire. Then you will
submit the completed questionnaire to DHCS via email at MOSClinic@dhcs.ca.gov for review to ensure there are no financial conflicts of
